Based on the type of incident, the EPG may include other departmental and <br />divisional representatives. The EPG may also consist of outside agencies, local <br />jurisdictional representatives, and others as needed. <br />4.4 Emergency Operations Center Manager <br />The Fire Chief of the Mayfield Village Fire Department will serve as the <br />Emergency Operations Center (EOC) Manager. The EOC Manager supervises <br />all EOC actions during activation. The EOC Manager's responsibilities are as <br />follows: <br />• Route all mission assignments to the appropriate agencies <br />• Coordinate missions requiring multi-branch action <br />• Resolve any conflicts among agencies <br />• Identify and support resource requests <br />• ~ Ensure mission completion in a timely manner <br />• Forward pertinent requests to the EPG <br />(The jurisdiction's designated Emergency Coordinator may also serve as the <br />EOC Manager as both positions maintain similar functions) <br />4.5 Continuity of Operations <br />Continuity of Operations (COOP) ensures that essential functions of a <br />municipality continue with minimal interruption during an emergency. COOP <br />includes provisions for alternate work facilities and the protection of vital <br />government records. The Cuyahoga County Office of Emergency <br />Management maintains a COOP program and template. Mayfield Village has <br />completed the COOP template as an annex to this plan. <br />5.0 DIRECTION, .CONTROL, AND <br />COORDINATION <br />5.1 On-Scene Incident Management <br />The majority of emergency response actions, including Incident Command, <br />Logistics, Operations, Planning, and Finance will take place on-scene. ICS will <br />be used to direct all response actions. Due to the modular and scalable nature <br />of ICS, not all portions of this section will be necessary for every incident.
