4.0 ORGANIZATION AND ASSIGNMENT OF <br />RESPONSIBILITIES <br />4.1 Overview <br />Mayfield Village is governed by a Mayor who serves afour-year term. It is the <br />duty of the Mayor to exercise such powers and perform such duties as are <br />conferred or required by the Mayfield Village Codified Ordinances., or by the <br />laws of the State of Ohio. All Mayfield Village emergency preparedness, <br />response, recovery' , and mitigation resources are under the direction and <br />control of the Mayor. The government of. Mayfield Village is organized into <br />departments, which deliver services. Departments responding to an emergency <br />will be expected to perform their basic functions at an elevated level. <br />4.2 Line of Succession <br />The overall responsibility for Mayfield Village department/agency operations as <br />described iri this plan rests with the Mayor. Should the Mayor be unavailable to <br />fulfill this responsibility; the following line of succession has been established in <br />the Mayfield Village Charter, Article IV, Section 7: <br />1) Mayor <br />2) President of Council <br />3) President Pro Tem of the Council <br />4.3 Executive Policy Group <br />The Executive Policy Group (EPG) maintains executive decision-making authority <br />throughout all stages of an emergency event on ,behalf of the Mayor of <br />Mayfield Village. The local Incident Commander will report to the EPG for policy <br />direction when decisions extend beyond routine decision making authority and <br />internal resource capabilities. <br />Generally, the Executive Policy Group will consist of the following members: <br />• Mayor <br />• Mayfield Village Council President . <br />• Director of Law <br />• Director of Finance <br />71Page <br />
