1.0 BASIC PLAN OVERVIEW <br />The Emergency Operations Plan (EOP) describes Mayfield Village emergency <br />response capabilities, including the structure, processes and policies which will <br />be implemented if a large scale emergency occurs. The plan describes how <br />responding departments, divisions, and supporting agencies will conduct <br />emergency management activities. <br />The EOP consists of a base plan and supporting annexes. The base plan <br />establishes the framework for emergency operations, while the supporting <br />annexes provide overviews of functional and hazard-specific roles and <br />responsibilities for a variety of incidents. <br />The EOP is in compliance with NIMS and aligns with the Cuyahoga County <br />Emergency Operations Plan. <br />2.0 PURPOSE, SCOPE, SITUATION, AND <br />ASSUMPTIONS <br />2.1 Purpose <br />The EOP provides a flexible blueprint for addressing major emergencies. It unifies <br />Mayfield Village departments and community partners in a common effort to <br />prevent, protect against, mitigate, respond to, and recover from the threats and <br />hazards that pose a risk to Mayfield Village. The Mayfield Village EOP is <br />designed to work in concert with departmental standard operating guidelines, <br />and municipal, regional, and statewide EOPs. <br />Ultimately, the EOP is designed to reduce the loss of life and property to <br />Mayfield Village residents ,resulting from natural, technological, or adversarial <br />disdsters. <br />2.2 Scope <br />The EOP enables unity of effort in response to all-hazards. Although the primary <br />responsibility for the safety of citizens and protection of property is assigned to <br />local municipal public safety forces, this plan provides a framework by which <br />municipalities, county departments, federal agencies, businesses, and non-profit <br />agencies can collaborate to maximize resources. <br />11Page <br />
