Services that will remain the responsibility of MV are: <br />1. Operating a records management system. <br />2. Provide CECOMS with original warrants and other pertinent documents. <br />3. Answering all public records requests for MV media. CECOMS will assign a liaison to <br />coordinate with MV, for the retrieval and transfer of digital media stored at the CECOMS <br />communications center. <br />Timeline: <br />CECOMS shall assume dispatch responsibilities no later than 12:01 a.m. on November 1, 2015. <br />Staffi ng: <br />Cuyahoga County will cover dispatch center staffing needs based on call volume and <br />operational need. CECOMS is currently a functioning communications center with a full <br />complement of supervisors and support personnel (including both Call Takers and Dispatchers); <br />however, the provision of dispatch services will require the hiring of additional support <br />personnel. The annual costs passed down to the cities will help support these increased staffing <br />costs. In addition, when necessary, CECOMS supervisors and call takers will be available to <br />assist dispatchers during periods of high call volume. These additional capabilities will be <br />provided at no cost to MV. <br />Liaison: <br />MV agrees to designate a liaison person to assist the CECOMS Shift Supervisor on an as-needed <br />basis throughout the transition process and during the initial period of operation. <br />Hiring Process: <br />The County is bond by the OPBA Contract and Human Resource/County rules for hiring <br />dispatchers and cannot guarantee employment of MV staff. However, while the County cannot <br />guarantee the hiring of any individual, applicants with previous dispatch center experience, <br />especially those who know the dispatching areas of Mayfield Village, will be strongly <br />considered. <br />Interoperability/Radios: <br />Cuyahoga County continuously encourages Countywide Interoperability and the migration of <br />public safety off legacy radio systems. <br />As such, the County is willing to fund the radio upgrade needs for MV onto a 700 or 800 MHz <br />P25 radio system. The County will provide funding for the MV Police and Fire needs include all <br />portable and mobile radios. This cost will be paid by the County. It will be the responsibility of <br />MV to pay for mobile installation costs.
