. ~ ~ _ _ ~ ~ _ ~ The project description should be highly detailed, however please try to limit it
to no more than five or six pages in length.
~oject Description:
hayfield Village is proposing to treat stormwater runoff from approximately 20,000 square feet of existing
impervious asphalt parking lot at the Mayfield Village Civic Center by installing 7,100 square feet of
permeable pavement. Currently the Civic Center parking lot discharges untreated stormwater ru o
Beecher's Brook, a tributary to the. Chagrin River..,
The Mayfield Village Civic Center is located at 6622 Wilson Mills Road (Figure 1). The proposed project
will remove' approxima e y 1,600 square feet of existing impervious parking lot and access driveway
(Figures 2, 3, & 4) and rep ace i wit perinea a pavement an greenspace. uno ^ rom an adj~acen
20,000 square foot area of existing asphalt parking lot will sheet flow to the permeable pavement and"
improve the water~quanry ana reat~ce tne~ltxme or~\vrrnw
Mayf`~ieTcTlyilf~g~ Wit mit-an ad-dition cas~ma'~
excavation activities, construction of a n entrar~~e apron,
architect services, and construction oversight.
run
removal of existing pavement,
I placement and seeding, landscape
s
This project implements the Chagrin River Watershed Action Plan (p. 79-80 & 163). This project will
reduce nitrogen pollutants by 4 pounds per year, phosphorus by 0.5 pounds per year, and sediment loads
by 546 pounds per year implementing the approved Chagrin River Total Maximum Daily Load (TMDL).
The Chagrin River TMDL also establishes targets for tempera u projec wi
address. The final design will incorporate the use of an elevated underdrain to allow for stormwater to
of and infiltrate the subgrade.
The project site is identified as a Primary Development Area in the Chagrin River Watershed Balanced
Growth Plan (2009). This project will demonstrate the importance. o~reducng stormwater ows ' ro~xgh~-
the use oT1-nfi rative practices such as permeable pavement in previously developed urbanized areas.
This project will also demonstrate to local elected officials that stormwater control measures provide
aesthetic value and will highlight that the elimination of parking spaces at public facilities is appropriate
and feasible especially if on-site stormwater management is improved.
The Village has a conceptual Ian Fi,guxe 5) for the proposed project and is ready to proceed with final
project design and construction as soon as the project is awarded funding. The proposed project site
receives frequent vehicle traffic accessing both the Civic Center and an overFlow parking area for an
adjacent grocery s ore (Heinen's). This project is part of larger conceptual plan to make the new driveway
the only access point to and from the Civic Center from Wilson Mills Road, which will increase the visibility
of the demonstration project. The Civic Center houses the municipal government offices and is the site of
many community events, meetings, and activities inc 'n the following:
• Meetings o e ayfield Village Council; Finance Committee; Planning & Zoning Committee;
Board of Appeals; Architectural Review Board; Safety & Service Committee; Activities Committee;
Community & Economic Development Committee; Citizen's Advisory Committee; Ordinance
Review Committee; and the Grove Committee (a special advisory committee to the Mayor).
3~Page
