URS shall assist the Clieat in securing, tabulating, and evaluating construction bids, and . furnish engittecring reeornmendations concerning the awarding of construction conlraets. URS shall assist the Client in the preparation of correspondence and reports to the various state and federal agencies that maybe involved in the Project. Construction Phase - Li.dministration of the Contract for Construction: The Construction Phase will commence with the award of the Contract for Construction and will terminate when the Pina] Certificate of Payment is used to the Client by URS, or the date for final completion in the original Construction Contract, whichever is sooner. This task includes the following: The Construction Documents shall consist of the Client-Contractor Agreement, the Conditions of the Contract (General, Supplementary and other~Conditions), fire Working Drawings, the Speeitications, and all Addenda issued prior to and all Modifications issued after execution of the Contract, Unless the context indic2tes clearly to the contrary, terms employed in this Agreement shall have the same meaning as those defined in AlA ~Uocument A2U 1, General Conditions of the Contract for Construction, current as of the date of this Agreement. ' 2. URS shall be n represenGttive of the Client during fire Construction of the Project and shall advise and consult with the Client. Jnstruetions to the Conttactor shall be forwarded throug}t l'JRS. URS shall have authority to act on behalf of the Client only to the extent provided in the Contract Docutnertts and this Agreement unless otherwise modified by written instrument. 3. URS Project Manager shall visit the site at intervals appropriate to the stage of the construction to become generally familiar with the progress and quality of the Contractor's Work and to determine in general ifthe Work is proceeding in accordance with the Contract Documents. On the basis of such on-site observations as engineer, URS shall keep the Clieirt informed of the progress of the V~'ork, and shall endeavor to guard the Client against defects and det'iciencies in the Work of the Contractor. 4. URS shall not be responsible for and shall not have contro[ or charge of construction means, methods, techniques, sequences ar procedures, scheduling, or for safety precautions and programs ]n connection with the Work. URS shall not be responsible for or have control or charge over the aces or omissions of the Contractor, Subcontractors, or any of. their agents or employees, or any other persons any of the Work, and shall not be responsible for the fiailure of any of them to carry out the Work in accordance with the Contract Documents. URS shall at aII times have easy and safe access to the Work whenever it is in preparation of progress. 6. URS, on behalf of the Client, shall be the interpreter of the requirements of the Contract Documents and judge the performance thereunder by the Contractor, URS shall gender interpretations necessary forthe proper execution or progress ofthe Work with reasonable promptness on written request of either the Client or the Contractor, and shall render written decisions, within a reasonable time, on all claims, disputes and other matters relating to the execution or progress of the Work or the interpretation of the Contract Documents.
