RESOLUTION NO. 95- 20 <br />INTRODUCED BY: Mayor Rinker and Council as a Whole <br />AN EMERGENCY RESOLUTION <br />IlVIPLORING FEDERAL AND STATE AGENCIES <br />TO ASSIST MAYFIELD VII.LAGE IN OBTAINING <br />FEDERAL MONIES FOR MANDATED SEWER IMPROVEMENTS <br />IN THE NORTHERN PART OF THE VII..LAGE <br />WHEREAS, the Village of Mayfield is being mandated, along with the City of <br />Highland Heights, to install a sanitary sewer line, in order to be in compliance with the <br />Federal Clean Water Act, and certain EPA guidelines and mandates; <br />WHEREAS, the cost of the North County Line Trunk Sewer Improvement <br />Project in the Village of Mayfield is projected to be 6.5 million dollars; <br />WHEREAS, through the efforts of the Mayor and Council, in cooperation with <br />the City of Highland Heights and the Cuyahoga County Sanitary Engineer, State Issue II <br />financial aid in the amount of $2.6 million dollars in grants and loans has been <br />committed; <br />WHEREAS, together with Highland Heights, the Village of Mayfield will be <br />contributing $466,000 to the project and has advanced nearly one-half million additional <br />dollars to pay for the costs of preliminary engineering and project design; <br />WHEREAS, the Administrations of both Mayfield Village and Highland Heights <br />and the Sanitary Engineer of Cuyahoga County are pursuing whatever funds or low <br />interest loans are available to the Village, and in that process have applied to the Water <br />Pollution Control Loan Fund (WPCLF) for reduced interest rates on the subsequent <br />bonds that will be used to finance this project, and have received a reduced rate from a <br />projected 6% to 4.35%; <br />WHEREAS, the Administration of Mayfield Village is further seeking from the <br />Ohio Public Works Commission a grant to offset the capitalized and first year interest on <br />bond anticipation notes for the North County Line Trunk Sewer Project; <br />WHEREAS, when Federal mandates have posed such a significant impact on <br />small communities in the past, the Federal Government has provided some financial <br />relief, recognizing the severe hardship this causes to small property owners in these and <br />similar communities;
