WHEREAS, the Village of Mayfield, the City of Highland Heights and the Cuyahoga County Sanitary Engineer have shown their diligent efforts in a cooperative fashion to obtain a11 monies or financial assistance possible on a state and local level, but the amounts received are significantly short of alleviating the severe financial hardship that this mandated sewer project will cause to the citizens of this Village, and therefore further cooperation from the federal level is requested. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF MAYFIELD VILLAGE, OffiO, THAT: Section 1. That the Mayor is hereby and herein authorized and directed to take whatever steps are necessary, and to file whatever applications are appropriate, to receive financial assistance for the installation of the North County Line Trunk Sewer in the Village of Mayfield, Ohio from the Federal Government, the State of Ohio and any appropriate agencies therein. Section 2. That the Mayor is authorized and directed to impress upon the County, State and Federal officials that this improvement will abate pollution of the waters of the State by the elimination of septic systems as required by the Clean Water Act, and for such reasons the County State and Federal Governments should do all within their power to assist the Village of Mayfield in addressing this severe financial impact. Section 3. This Resolution is hereby declared to be an emergency measure necessary for the immediate preservation of the health, safety, and welfare of the residents of Mayfield Village. It shall, therefore, take effect immediately upon the passage by the affirmative vote of not less the five (5) members elected to Council and approval by the Mayor or otherwise at the earliest time allowed by law.
