V <br />TRANSPORTATION <br />.This chapter examines Mayfield Village's thoroughfare <br />system. Plan options are then identified. These options are <br />used to formulate the Comprehensive Plan's goals and objectives <br />in Chapter VI. <br />~'he thoroughfare system is composed of freeways, arterials, <br />collectors and local streets. Definitions and analyses of each <br />of these types of thoroughfares follow. <br />FREEWAYS <br />Freeways are divided highways with the sole function of <br />moving traffic. Access to abutting properties is prohibited and <br />grade separations are provided at all intersections. An <br />interchange is a system of connecting roadways, or ramps, at the <br />junction of two freeways, or a freeway and "feeder road", which <br />provides for the interchange of traffic without grade crossings <br />on the freeway. <br />In 1965, Interstate Route 271 was built as an "outer belt" <br />freeway around Cleveland's urbanized area in northeastern <br />Cuyahoga County. Since then, extensive changes have occurred in <br />the I-271 Corridor of which Mayfield Village is a part. <br />Based on 1988 ODOT traffic counts, the two directional <br />Average Daily Traffic (ADT) on I-271 was 79,320 vehicles south <br />of Wilson Mills Road and 76,900 to the north. Trends in the <br />growth of traffic on I-271 since 1970 shows that its directional <br />ADT between US 322 to the south and I-90 to the north will <br />exceed 50,000 vehicles by the year 2010. Accordingly, the <br />widening of this section of I-271 from three to.five lanes in <br />each direction has been scheduled by ODOT for completion in <br />1994. <br />Improvements to I-271's '°diamond" interchange at Wilson <br />Mills Road will depend on the traffic volumes entering and <br />exiting the freeway at this point. There are no plans by ODOT <br />at the present time to improve the interchange; and projected <br />Wilson Mills' volumes do not indicate that any major changes <br />will be needed in the foreseeable future. <br />ARTERIALS <br />Arterials are improved highways with the primary function <br />of moving traffic between large or intensively developed areas. <br />Access is normally not prohibited, but onstreet parking and <br />loading are restricted.
