parts of the Village, an ongoing process of local street <br />planning will be essential in assuring that the ultimate <br />thoroughfare system is adequate. <br />The purpose of local street planning is to establish <br />procedures and plans to encourage appropriate development of the <br />land, and to reserve key openings for the future location and <br />arrangement of streets. Other purposes are to: <br />- Provide an interior circulation pattern for the <br />neighborhood; <br />- Coordinate isolated subdivisions with planned streets in <br />surrounding undeveloped areas; and <br />- Develop street patterns for parcels which are too small <br />or irregular to be subdivided unless assembled. <br />Effective local street planning must encompass a safe and <br />convenient system of vehicular and pedestrian circulation based <br />on creating and preserving viable neighborhoods and development <br />areas. For example, all local collector streets should have two <br />outlets for the convenient distribution of traffic to and from <br />their tributary Local streets. <br />Whenever local street plans are duly adopted, the location <br />of any new or extended local collector or local street proposed <br />within their boundaries must substantially conform to the <br />patterns shown thereon, as well as all provisions of Mayfield <br />Village's Land Planning and Subdivision Requlations Although <br />the ,street pattern of a proposed subdivision or development area <br />may vary in certain respects from the adopted local street plan, <br />the underlying system of vehicular and pedestrian circulation, <br />including the general direction and extent of streets and their <br />relationship to topography should be reflected in the proposed <br />plan. <br />In a sense, Mayfield Village's Planning Commission is <br />involved in local street planning each time it is presented with <br />a subdivision or development plan for review and approval. <br />Local street plans for all of the Village's neighborhoods have <br />already been adopted. The Commission should continue to <br />implement these plans. , <br />TRANSPORTATION OPTIONS <br />Generally, Mayfield Village's network of arterial and <br />collectors is established. However, the following improvements <br />to the thoroughfare system will be needed by the year 2010. <br />T-4 <br />
