The Ohio Revised Code empowers Mayfield Village's Planning <br />Commission to make plans for all or part of the community; and, <br />when it deems advisable, to recommend these plans to the Village <br />Council for adoption. The Comprehensive Plan represents such a <br />plan. Its implementation, therefore, is related to the advisory <br />function of the Planning Commission and final action by the <br />Council. <br />While not inclusive, the Comprehensive Plan implies that the <br />following implementation measures should be initially taken. <br />- Capital Improvements Program: Prepare and adopt this <br />program which would include public expenditures for all <br />capital items with over five years of use, and annual <br />review and updating procedures; <br />- Municipal Facilities Plan: With Rauschenbach, Casini and <br />Urban, complete preliminary architectural plans and cost <br />estimates related to redevelopment of the recommended site <br />between Mayfield School District's Administration Building <br />and Georgian Center, and proceed to formulate the <br />redevelopment and financial actions needed; and <br />- Mayfield Center Revitalization Program: After reviewing <br />the Mayfield Center Plan (Map 3) with businesses and <br />property owners in Mayfield Center, prepare an annual and <br />five-year program of revitalization actions, particularly <br />in the Center's southeast quadrant. <br />Coordination of the Plan's recommendations with other <br />planning activities. will be essential, also. In particular, its <br />goals and objectives related to schools and recreation <br />facilities should be related to Mayfield School District's <br />planning activities; and the Plan should be linked directly to <br />the Village's Capital Improvement Program. <br />A periodic review of the Plan bX the Mayfield Village <br />Planning Commission is anticipated to~keep the Plan current with <br />the best thinking on the Village's needs, objectives and <br />potentials. Thus, the Plan presented in this report is not <br />intended to be a final statement; but, instead, an integral part <br />of the community's ongoing planning and development process. <br />32 <br />
