*FAILED <br />_A?01 RESOLUTION NO. ?92- 13 <br />INTRODUCED BY : Councilmember Flynn <br />AN EMERGENCY RESOLUTION <br />TO SUBMIT TO THE VOTERS A QUESTION <br />RELATING TO THE COMPENSATION FOR THE <br />OFFICE OF MAYOR <br />WHEREAS, Article III, Section 7, provides Council with the <br />duty to fix all compensation for employees of the Village, and <br />specifically for the Mayor, providing that said mayoral <br />compensation has been enacted by ordinance and submitted to the <br />electorate for approval by a majority vote thereof; and <br />WHEREAS, once adopted, such compensation shall become <br />effective on the first day of January of the following year and <br />shall remain in effect unless and until increased in accordance <br />with the Charter; and <br />WHEREAS, the Village of Mayfield has increased its municipal <br />activity to such an extent that an administrator or manager who <br />commits an extreme amount of time and attention is necessary for <br />the efficient operations of the Village, and to provide the maximum <br />protection for tax payer dollars; and <br />WHEREAS, by reason of the Charter,. the Mayor must fulfil all <br />of the managerial obligations for the Safety Department, as well as <br />overseeing all other departments and services within the Village; <br />and <br />WHEREAS, by reason of the Charter the Mayor is also obligated <br />to negotiate, review, and implement all contracts and obligations <br />of the Village for its employees as well as for and with the public <br />and business contractees who provide services and benefits to our <br />constituents; and <br />WHEREAS, Council has deemed it necessary to establish the <br />combined position of Mayor/Safety Director/Chief Administrator, <br />necessitating the establishment of a maximum fee to be paid for <br />said position while the Mayor fulfills the duties of Mayor, Safety <br />Director, Chief Administrative Officer and Village Manager. <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF MAYFIELD <br />VILLAGE, OHIO, THAT: <br />SECTION 1. That pursuant to the authority of Article III, <br />Section 7(a) , Council does hereby and herein establish the position <br />of Mayor to be combined with that of a Safety Director, Village <br />Manager, as well as Chief Administrative Officer responsible for <br />the day to day operations of the Village, for compensation not to <br />exceed Forty-Two Thousand Dollars ($42,000.00) per annum, with the <br />same benefits as provided to all other full time directors of the <br />49 Village.
