ORDINANCE NO. 2005-57 <br />INTRODUCED BY: Mayor Rinker and Council as a Whole <br />AN EMERGENCY ORDINANCE <br />AUTHORIZING THE CREATION OF ONEMAYFIELD <br />WHEREAS, Mayfield Village wishes to create OneMayfield as a <br />nonprofit organization formed by Mayfield Village, other nonprofit institutions and <br />other governmental entities that share a common vision and commitment to <br />create the nation's first integrated metropolitan high-bandwidth network <br />infrastructure and technology services; and <br />WHEREAS Council hereby authorizes participation of the Village in <br />OneMayfield and the appointment of the Village's Chief Technology Officer to <br />serve as a Class C Director on OneMayfield's Board; and <br />WHEREAS, this Council wishes to clarify that the Village considers <br />the creation and continued operation of OneNlayfield, network and OneMayfield's <br />provision of such technology services to be integral and essential to Mayfield <br />Village and its citizens, in that it will: <br />promote and improve the health, education and safety of its <br />citizens by facilitating direct, secure and encrypted exchange <br />of educational, research, public health and safety information <br />among Northeast Ohio governmental agencies, educational <br />and healthcare institutions, and other public and charitable <br />institutions serving Mayfield Village and the Hillcrest <br />community ("Public Institutions"); <br />2. promote and advance the civic, economic and cultural <br />growth of Mayfield Village and the Hillcrest community as a <br />place to live, work and conduct business; <br />3. facilitate the creation of individual and/or joint network <br />applications by and among Public Institutions and, in some <br />cases, private enterprise, thus stimulating new capital <br />investment, encouraging revitalization of Mayfield Village, <br />improving its public amenities and public places, stimulating <br />economic growth, increasing educational, job and economic <br />opportunities for its underemployed and underserved <br />One Mayfield Ordinancel2/16/20053:51 PM
