Ordinance 96-1 S D. Transfer from the General Fund to the Sewer Relief Fund the sum of One Hundred Thousand Dollars ($100,000); and E. 'I'ransfer from the General F'und to the Capital Improvement Fund the sum of Two Hundred T'housand Dollars ($200,000); and F. Transfer from the Recreation Fund to the Scholarship Fund the sum of One Thousand Dollars ($1,000); and G. Return to the General Fund from the North County Line Trunk Sewer an eazlier advance of Fifty Thousand Dollars ($275,000.00); and H. iteturn to the General Fund from the Recreation Fund an earlier advance of Four Thousand Dollars ($4,000.00). Section 5 The Council finds and determines that a11 formal actions of this Council relating to the adoption of this Ordinance have been taken at open meetings of this Council; and that deliberations of this Council and of its committees, resulting in such formal action, took place in meetings open to the public, in compliance with a11 statutory requirements including the requirements of Section 121.22 of the Ohio Revised Code. Section 6: This Ordinance is hereby declared to be an emergency measure necessary for the immediate preservation of the health, sa£ety and welfare of the residents of Mayfield Village for the reason that the appropriations authorized herein are necessary to maintain governmental services. It sha11, therefore, take effect immediately upon passage by the affirmative vote of not less than five (5) members elected to Council and approval by the Mayor or othenwise at the earliest time allowed by law.
