163 Signs 1185.99 1185.18 PROHIBITED SIGNS. The following signs are prohibited in all districts within the Municipality; (a) Signs which bear or contain statements, words or pictures of an obscene, pornographic or immoral character, or which contain advertising matter which is deceptive or untruthful; (b) Flashing signs; (c) Signs which are placed on utility poles, trees, fences, yard structures or other signs; (d) Attraction devices; (e) Billboards, portable signs, roof signs, projection signs and all similar signs; (f) Abandoned signs; (g) Neon signs; (h) Signs which are placed on or over a Municipal, county or State right-of-way except as may otherwise be provided in this chapter; (i) Mural or pictorial signs; and (j ) Vehicle signs. Passed 7-21-86.) 1185.19 CONFORMITYo All signs located within the Municipality as of the effective date of this section shall be in full conformity with the provisions of this chapter within five years from its _ effective date. (Ord. 85-16a Passed 7-21-86. ) 1185.20 SEVERABILITY. If any provision of this chapter or the application thereof to any person or circumstances are held invalid or unconstitutional by any Court of competent jurisdiction, such provision shall be deemed a separate, distinct and independent provision, and neither the remainder of the chapter nor the application of such provision to other persons or circumstances shall be affected thereby. This chapter shall be reviewed by the Building Commissioner and Council every three years in order to modify, alter or update its provisions or application if necessary or desired. (Ord. 85-16. Passed 7-21-86.) 1185.99 PENALTY. Whoever violates the provisions of this chapter shall be guilty of a misdemeanor of the second degree.
