type signs shall be perpendicular to the street at least thirty (30) feet from the <br />righf-of-way and shall not exceed thirty-two (32) square feet in area. <br />1185.16 PROHIBITED SIGNS. <br />The following signs are prohibited in all districts within the municipality: <br />(a) Signs which bear or contain statements, words or pictures of an obscene, <br />pornographic or immoral character, or which contain advertising matter <br />which is deceptive or untruthful; <br />( b ) Flashing signs; <br />(c) Signs which are placed on , utility poles, trees, fences, yard structures or <br />other signs; <br />( d ) Attraction devices; <br />Cpx- fQc-t'loh )?_ ( e ) Neon signs; <br />F? cj ( h) Signs which are placed on or over a municipal, county or state right-of-way <br />i'`??\?-?y except as may otherwise be provided in this chapter; <br />(i) Mural or pictorial signs; <br />( j ) Vehicle signs; and <br />( k ) Pole signs. <br />1185.17 5EVERABILITY. <br />If any provision of this chapter or the application thereof to any person or <br />circumstances are held invalid or unconstitutional by any Court of coinpetent jurisdiction, <br />such provision shall be deemed a separate, distinct and independent provision, and neither <br />the remainder of the chapter nor the application of such provision to other persons or <br />circumstances shall be affected thereby. <br />1185.18 REVIEW <br />This chapter shall be reviewed by the Building Commissioner and Council every <br />three years in order to tnodify, alter our update its provisions or application if necessary <br />or desired. <br />1185.19 AREAS OF SPECIAL CONTROL. <br />It is recognized that the regulations provided in this chapter cannot sensitively <br />handle all of the sign situations in an area as diverse as that covered by th e municipality. <br />Therefore, Council, by ordinance , and following notice and public hearing, .may designate <br />any of the following areas as areas of special control and authorize special provisions by <br />ordinance: <br />Architectural, historic and scenic areas whose special and unique visual <br />characteristics, or whose visual beauty, requires special sign regulations to insure that <br />all signs used within the area are compatible with each other.
