The. runoff rates and volumes shall be <br />considered for both the conditions before development and after <br />development at each of these locations. <br />(E) To ensure the continued functioning of stormwater control. <br />structures, the following information shall. be identified to the <br />satisfaction of the Village Engineer: <br />1. The person or entity responsible for continued maintenance. of <br />the stormwater control structure and. the mechanism establishing <br />responsibility; <br />2. Maintenance requirements and schedules; and <br />3. Permanent access and access easements. required to perform <br />inspection and maintenance of stormwater control structures and <br />storm water conveyance systems. <br />VI. SENSITIVE AREA IMPACT CRITERIA <br />The control of sediment. pollution. of sensitive areas by accelerated. <br />erosion from earth disturbing activity may require additional erosion <br />and sediment control practices beyond those indicated in these Rules. <br />In such instances, the owner. or person responsible for earth disturbing <br />activity shall analyze potential impacts. and potential erosion and. <br />sediment. control practices. <br />(A) The analysis shall identify: <br />1. Sensitive areas that receive drainage from. the proposed <br />development area; <br />2. Existing water uses and biological characteristics of receiving <br />waters; <br />3. The probability of sediment reaching sensitive areas; and <br />4. The percentage of the sensitive area's contributing drainage <br />area that is proposed for the earth disturbing activity. <br />
