(B) Information gained by the analysis shall be incorporated into the <br />erosion and sediment control plan and taken into consideration by <br />the Village Engineer. <br />VII. EASEMENTS <br />(A) Access to the stormwater conveyance system for emergency, inspec- <br />tion, maintenance and improvement. purposes, shall be by means of <br />easements. Such easements shall be not. less than fifteen (15) feet <br />in width, exclusive of the width. of the ditch, channel, or other <br />facility it is to serve. An easement. of this type shall be <br />provided on both sides of the stormwater conveyance system.. <br />(B) Access around storage facilities shall be a twenty-five (25) foot <br />easement. in the case of detention (dry) basins, and twenty-five <br />(25) foot easement with a 25' level beach in the case of retention <br />(wet) basins, measured. from the top of bank which shall include the <br />storage facility itself.. <br />(C) Those lots. crossed by an easement are restricted against the <br />planting within. said easement of trees, shrubbery or plantings with <br />woody growth characteristics, and against the construction. <br />therein of buildings, accessory buildings, fences, walls. or <br />any other obstructions to the free flow of storm water as well <br />as the passage of maintenance vehicles; and., also restricted <br />against changing of the final. grade. from. that described by the <br />approved grading plan. <br />VIII. MAINTENANCE <br />(A) Any portion of the drainage. system., including. on-site and off-site <br />storage facilities, that is constructed. by the owner will be <br />continuously maintained.. by the owner or owners in title of the <br />affected lands unless it is officially accepted by Mayfield Village <br />for maintenance. The property owner shall be responsible for <br />consultating. and. maintaining all. on site detention facilities and <br />shall. be responsible for their share 'of the off site storm. water <br />sediment control facilities and appurtenances. <br />(B) The need for maintenance can be minimized. by designing low mainte- <br />nance facilities. There are many design options which. can result <br />in nearly maintenance-free stormwater control. <br />(C) Multi-use facilities incorporating assets such as aesthetics and <br />recreation can be incorporated within. the. design of these facili- <br />ties. <br />
