M. V. ORDINANCE NO. 90-46 Page 2 the scholarship fund shall be closed only after consultation with the Mayor and Council as to the distribution of any of the remaining proceeds. SECTION 2. The Director of Finance shall make payments from said fund upon the presentation.of vouchers or orders in accordance with Rules and Regulations governing such award as determined by the Mayfield Village Recreation Board. Such payment for a scholarship awardee shall be made directly to the appropriate institution and will designate the awardee by name and applicable identification number. If such award is not claimed on or before October 1st of the year of the award,. the award shall be considered forfeited and will revert back to the "Scholarship Fund". SECTION 3. The Director of Finance is further authorized and directed to make application to the Bureau of Inspection of the State of Ohio for approval of the creation of the "Scholarship Fund" pursuant to the provisions of Section 5705.09 and 5705.12 of the Ohio Revised Code. SECTION 4. The Council finds and determines that all formal actions of this Council relating to the adoption of this Ordinance have been taken at open meetings of this Council; and that deliberations of this Council and of its committees, resulting in such formal action, took place in meetings open to the public, in compliance with all statutory requirements including the requirements of Section 121.22 of the Ohio Revised Code. SECTION 5. This Ordinance is hereby declared to be an emergency measure immediately necessary for the immediate preservation of the health, safety and welfare of the residents of Mayfield Village, Ohio, for the reason that the establishment of a Municipal fund for deposit are in the best interest of those effective residents.
