M. V. ORDINANCE NO. 90-46 <br />Page 2 <br />the scholarship fund shall be closed only after consultation with <br />the Mayor and Council as to the distribution of any of the <br />remaining proceeds. <br />SECTION 2. The Director of Finance shall make payments from <br />said fund upon the presentation.of vouchers or orders in <br />accordance with Rules and Regulations governing such award as <br />determined by the Mayfield Village Recreation Board. Such <br />payment for a scholarship awardee shall be made directly to the <br />appropriate institution and will designate the awardee by name <br />and applicable identification number. If such award is not <br />claimed on or before October 1st of the year of the award,. the <br />award shall be considered forfeited and will revert back to the <br />"Scholarship Fund". <br />SECTION 3. The Director of Finance is further authorized <br />and directed to make application to the Bureau of Inspection of <br />the State of Ohio for approval of the creation of the <br />"Scholarship Fund" pursuant to the provisions of Section 5705.09 <br />and 5705.12 of the Ohio Revised Code. <br />SECTION 4. The Council finds and determines that all formal <br />actions of this Council relating to the adoption of this <br />Ordinance have been taken at open meetings of this Council; and <br />that deliberations of this Council and of its committees, <br />resulting in such formal action, took place in meetings open to <br />the public, in compliance with all statutory requirements <br />including the requirements of Section 121.22 of the Ohio Revised <br />Code. <br />SECTION 5. This Ordinance is hereby declared to be an <br />emergency measure immediately necessary for the immediate <br />preservation of the health, safety and welfare of the residents <br />of Mayfield Village, Ohio, for the reason that the establishment <br />of a Municipal fund for deposit are in the best interest of those <br />effective residents. It shall, therefore, take effect <br />immediately upon the passage by the affirmative vote of not less <br />
