ARTICLE 1 <br />EMERGENCY INCIDENT DECLARATION <br />The CMEIMS Community, the CEM Board and the County accept that effective communications in <br />connection with this Agreement and in the event of an emergency incident is dependent in the utilization <br />of standard terminology as to the magnitude or level of the emergency incident and on the assignment of <br />authority to declare a specific level of emergency incident. By this Agreement, the CMEIMS Community, <br />the CEM Board and the County agree to the following emergency incident levels and the connected <br />declaration authorities: <br />1.1 - Local (Level 1) Emergency Incident. An incident requiring only the emergency <br />management capacity of the CMEIMS Community and which shall-only be declared by the <br />CMEIMS Community. <br />1.2 - Serious (Level 2) Emergency Incident. An incident requiring the emergency <br />management capacity of the CMEIMS Community and those communities with which the <br />CMEIMS Community has mutual aid agreements. A Level 2 Emergency Incident shall only <br />be declared by the CMEIMS Community. <br />1.3 - Major (Level 3) Emergency Incident. An emergency incident requiring emergency <br />management capacity in excess of that available in the CMEIMS Community and those <br />communities with which it has mutual aid agreements, and which said additional <br />emergency management capacity would be available from the County and/or other <br />communities and organizations participating in the CMEIMS. If the emergency incident is <br />within the territorial boundaries of the CMEIMS Community, only the CMEIMS Community <br />shall declare the Level 3 Emergency Incident. if the emergency incident is external to the <br />territorial boundaries of the County, only the County shall declare the Level 3 Emergency <br />Incident: <br />1.4 - County (Level 4) Emergency Incident. An emergency incident having a significant <br />impact on the emergency management capacity of the County and all of the communities <br />and organizations participating in the CMEIMS. If the emergency incident is within the <br />territorial boundaries of the county and if a Major (Level 3) Emergency Incident has been <br />declared, only the County shall declare a Level 4 Emergency Incident. If the emergency <br />incident is external to the territorial boundaries of the county, only the County shall declare <br />a Level 4 Emergency Incident. <br />1.5 - County Disaster (Level 5). An emergency incident requiring emergency management <br />capacity which only can be obtained through the involvement of the state or the federal <br />government. A Level 5 Emergency Incident shall only be declared by the County. <br />ARTICLE 2 <br />rOUNTY'S SERVICES <br />The County accepts the relationship of trust and confidence between the CMEIMS Community, the CEM <br />Board and the County, and by this Agreement agrees that it shall provide the following in connection with <br />the CEMAC Mobile One: <br />2.1 - Availability. In addition to Level 3, Level 4 and Level 5 Emergency Incidents as provided <br />for in the CMEIMS Agreement, the County shall make the CEMAC Mobile One available <br />to the CMEIMS Community in the event of a Level 1 or Level 2 Emergency Incident and <br />
