~• <br />TASK C - BASIC Ng~INTF,L~iNCE AND REPAIR SERVICES <br />C.1 Define Elements of the Stormwater Collection and Transportation <br />System <br />Establish a clear understanding of haw the physical drainage <br />system operates witYiin the Village and its impact to neighboring <br />com<minities. Specific information concerning the age and cor~osition <br />of the various facilities will be confirmed. The intent of this <br />task is to establish the Village's current and future <br />responsibilities for maintaining the drainage system. <br />TASK D - i1TTT.TTY ORGANIZATION S~'I'RUCrURE <br />D.1 Review Existing Policies/Regulations/Ordinances/ Procedures <br />The purpose of this 'task is to work with Village officials to <br />evaluate existing practices and policies in order to generate goals <br />and objectives for creating the structure of the new program. <br />This task will involve: <br />Review planning, regulatory, and design documents including: <br />- Developanent Standards <br />- Zoning Regulations <br />- Comprehensive Plans <br />- Subdivision Regulations <br />- Building Codes <br />- Floodplain Regulations <br />- Grading Ordinances and Standards <br />- Design-Criteria <br />D.2 Review Organizational/Management Objectives <br />This task will identify the major objectives of the Village to <br />manage the stormwater system. The objectives will provide the basis <br />for developing appropriate organizational/management <br />alternatives. The results will be drawn from information related to <br />storm drainage and flooding problems, interviews with the staff and <br />Village officials. Current staffing assignments and equipment lists <br />will be reviewed. <br />D.3 Identify Legal Constraints <br />Define with the Village's Law Director, the legal framework (codes, <br />interlocal, or interagency agreements) necessary to both establish <br />workable organizational structures. The following activities will be <br />accomplished: <br />' Review existing Regulations <br />' Meet with Law Director <br />' Coordinate with Finance Director <br />' Develop list of deficient or conflicting legal documents to <br />implement the Utility <br />
