TASK D - ~'tJBI~ZC 1~rII3GS <br />D.l Develop Objectives of Public Meetings <br />Public involvement is an essential process for meeting several <br />objectives. The first .objective is to develop a program which <br />provides the public with clear and accurate information on <br />activities. A necessary element of this effort is provide the <br />mechanisms for facilitating" access to the information. It is <br />important to distinguish between a public information program which <br />seeks to inform, and a public awareness and support program which has <br />a clear added objective of persuading. <br />The second program objective is to obtain feedback. The feedback <br />will help determine if the information is being accurately received. <br />What are the opinions concerning the information and activity? Are <br />there alternatives that have not been considered? What are the <br />perceived impacts of the program? A properly designed feedback <br />mechanism will provide information to make necessary changes <br />regarding the first objective. <br />The third objective is to provide direction to the first two. The <br />overall purpose is to provide a forum where conflicts can arise in a <br />positive manner and be resolved in a manner that would not jeopardize <br />the program's schedule. Too often minor conflicts can go <br />unrecognized until a critical point is reached, thereby delaying the <br />program development until the problem is resolved. No public <br />involvement program can guarantee that there will not be unresolved <br />conflicts and some delays; however, a well-designed program will <br />bring potential opponents into a process that is viewed as open and <br />responsive. <br />The goal of the above three objectives will be discussed with Village <br />officials to determine the most appropriate public involvement <br />strategy and process. <br />D.2. Conduct Public Meetings <br />URS will assist the Village plan and conduct four public meetings <br />based on the strategies developed in Task D.1. URS will provide a <br />certified court reporter to take minutes of: the meetings and assist <br />the Village in providing written response to comments and question <br />obtained from public meetings. <br />
