~~ <br />E}~iIBIT B <br />Based on an assumed Notice-to-Proceed date of November 15, 1990, the <br />conducting and response preparation of four public meetings, the time to <br />present and approve adoptive legislation, and the time required for the <br />new computer system enhancements and software to be installed indicates <br />the Stormwater Management Utility would not likely be able to bill <br />customers before May 1, 1991. The schedule for this project should be <br />viewed in two ways. One view is the physical time to proceed with <br />completing individual tasks. The second view is the correct timing to <br />introduce the enactment of the utility within Mayfield Village. <br />Extraneous factors often dictate the schedule rather than the time to <br />perform the sequence of tasks. Political elections, drought, and other <br />issues facing the Council are examples of extraneous influences which may <br />have no relevant bearing on the issue of a stonntivater utility but may be <br />sufficient to controlling the implementation schedule. URS will work with <br />the Village officials to establish a workable schedule to meet the goals <br />of the program. <br />
