~~
E}~iIBIT B
Based on an assumed Notice-to-Proceed date of November 15, 1990, the
conducting and response preparation of four public meetings, the time to
present and approve adoptive legislation, and the time required for the
new computer system enhancements and software to be installed indicates
the Stormwater Management Utility would not likely be able to bill
customers before May 1, 1991. The schedule for this project should be
viewed in two ways. One view is the physical time to proceed with
completing individual tasks. The second view is the correct timing to
introduce the enactment of the utility within Mayfield Village.
Extraneous factors often dictate the schedule rather than the time to
perform the sequence of tasks. Political elections, drought, and other
issues facing the Council are examples of extraneous influences which may
have no relevant bearing on the issue of a stonntivater utility but may be
sufficient to controlling the implementation schedule. URS will work with
the Village officials to establish a workable schedule to meet the goals
of the program.
