,, <br />TASK F - STOFi~TER N~ CODE DEVELOPMENT <br />F.1 Determine Code Structure <br />Because there are many methods available for establishing a <br />Stormwater Management Utility, URS will provide the Village Law <br />Director with the technical assistance for determining the most <br />appropriate codes and legislation that will meet the needs of <br />Mayfield Village. Included in the Appendix of this Proposal is a <br />Technical Paper which provides an overview of the issues and <br />strategies that will be discussed with Village officials. <br />F.2 Code Preparation <br />URS will work with the Law Director to prepare the required code and <br />other legislation to be presented before Council to adopt the <br />Stormwater Management Utility, service charge rates, and other <br />necessary regulations. <br />TASK G - Il~LE[~NT STORMWATER N~ UTILITY <br />G.l Create Master Account File <br />URS will utilize available aerial mapping and development plans, and <br />where necessary take field measurements of all non-single family <br />residential (non - SFR) properties to determine the total impervious <br />area on each property. Typical non-SFR properties are industrial, <br />commercial, institutional, apartments, and condominiums. Based on <br />this task multiples of the standard ERU value will be determined for <br />each of these accounts for input into the Master Account File for the <br />Stormwater Utility. <br />G.2 Utility Start-up and Operations Plan <br />URS will assist Village officials during the start-up phase of the <br />utility as follows: <br />- review one test-run of the new billing system to identify possible <br />data entry errors prior to issuance of bills, <br />- work with Finance Director regarding staff responsibilities, <br />- developing a priority list of technical needs, <br />- identifying routine maintenance activities, <br />- identifying high visibility/low cost small capital improvement <br />projects at the start-up of the Utility, <br />- creating a question and complaint response system after initial <br />billing cycle to respond to customers <br />- scheduled review of program elements and functions <br />
