ORDINANCE NO. 91-31 <br />INTRODUCED BY: Mayor Carmen and Council as a Whole <br />AN ORDINANCE <br />ENACTING NEW CHAPTER 523 <br />ENTITLED THE ABATEMENT OF NUISANCES AND <br />DECLARING AN EMERGENCY <br />WHEREAS, the Village has recognized a continuing need for <br />the abatement of nuisances existing within the Village; and <br />WHEREAS, such nuisances are, or if not abated will become, <br />blighted or deteriorating factors in the Village which impair or <br />adversely affect the value of neighboring properties; and <br />WHEREAS, it is in the best interests of the Village of <br />Mayfield to accordingly adopt a nuisance abatement ordinance; now <br />therefore, <br />BE IT ORDAINED BY THE COUNCIL OF MAYFIELD VILLAGE, OHIO, THAT: <br />SECTION 1. Chapter 523 of the Codified Ordinances of <br />Mayfield Village, Ohio, is hereby enacted to read as follows: <br />CHAPTER 523 <br />Abatement of Nuisances <br />523.01 DEFINITION. <br />In reference to buildings, structures or real <br />estate located within the Village, a nuisance means any <br />deterioration, lack of repair or lack of maintenance of <br />structural materials that is hazard to the health, <br />safety or welfare of its occupants or the public or is <br />(or, if not abated, will become) a blighted or <br />deteriorating factor in the neighborhood which impairs <br />or adversely affects the value of neighboring property. <br />523.02 AUTHORITY OF VILLAGE OFFICIALS. <br />Whenever there shall be done or exist within the <br />Village any act, thing, or condition of a kind which <br />has been or may hereafter.be defined by ordinance as a
