However, the additional area required to provide the number of spaces under the "square feet of building" standard shall be reserved and held as open area along with all required yard areas, for future construction of parking spaces until the use of the building is changed to a classification having a greater number of employees in relation to building area. SECTION 2. All prior ordinances inconsistent with this Ordinance, in whole or in part, are repealed to the extent necessary to avoid conflict with this Ordinance. SECTYON 3. The Council finds and determines that all formal actions of this Council concerning and relating to the passage of this Ordinance were taken in an open meeting of this Council and that all deliberations of this Council and of any of its committees that resulted in those formal actions were taken in meetings open to the public in accordance with the law. SECTION 4. This Ordinance is hereby declared to be an emergency measure immediately necessary for the health, safety and welfare of the residents of Mayfield Village, Ohio, for the reason to provide orderly development of Motorist Service, Office-Laboratory and Production Distribution District. It shall, therefore, take effect immediately upon the passage by the affirmative vote of not less than five (5) members elected to Council and approval by the Mayor or otherwise a the earliest time allowed by law. ?
