All training. project <br />pr"oposaIs must be submitted on the Ttainin P~pnr•oval Form enclosed in this guidance. <br />Non-DHS approved training courses may be considered and approved for a maximum of'three <br />deliveries.. Applicants proposing anon-DHS approved course must be speciftc on the Training <br />Pre-Approval-Form on how the course will address both DHS's mission-scope and support the <br />State Investment.Justification.. ' <br />Allowable FY2010 SHSP training activities as they pertain to the State Investment.lustification <br />include: <br />• Costs to develop, deliver, and evaluate training, to include costs related to ':. <br />administering the training; planning, scheduling, facilities, materials, and supplies, ' <br />reproduction of materials, and equipment.. <br />• Overtime and backfill costs associated with attendance atDHS sponsored andlot <br />approved training courses and programs, <br />• Costs associated with the certification and recertification of instructors.. <br />• Ir•avel costs (.e.g.. airfare, mileage, per diem, hotel) for• personnel attending approved <br />training. <br />• Hit ing of full or• part-time staff' or~ contractors/consultants. (Full or part time staff may <br />be hired to support txaining-related activities, Payment of salaries and fringe benefits ':. <br />must be in accordance with the policies of'the local government.) <br />d) Exercise Costs ~ , <br />the primary focus of~FY2010 SHSP exercise funds is to provide for exercise expenses related to <br />the design, development, conduct, and evaluation of'exercises that support terrorism <br />preparedness by building or enhancing capabilities that relate to the prevention of; protection <br />from, response to, or recovery from tetxorism. Howevez, many capabilities that support <br />terrorism preparedness simultaneously support preparedness for other hazards.. <br />Acceptable scenarios for SHSP exercises include chemical, biological, radiological, nuclear, <br />explosive (CBRNE), cyber, agricultural, and natural or technological disasters. Exercise <br />scenarios must be catastrophic in scope and size, as defined by the National Response <br />Framework (NRF), with a national impact significant enough to implement the Catastrophic <br />Page 11 <br />
