Allowable FY2010 SHSP equipment purchases can be selected from the following categories <br />(pez~ the AEL) as they pertain to the State Investment Iustification: <br />• Personal Protective fiquipment <br />• Explosive Device Mitigation and Remediation <br />• CBRNE Opez•ational and Search and Rescue <br />• Information Technology <br />• Cybez~ Security Enhancement <br />• . Intez~opezable Communications <br />• Detection Equipment <br />• Decontamination Equipment <br />• Medical - <br />• Power Equipment <br />• CBRNE Reference Materials <br />• CBRNE Incident Response Vehicles <br />• Ierrozism Incident Prevention <br />• Physical Security Enhancement <br />• Inspection. and Screening Systems <br />• Agricultural IerTOrism Prevention, Response and Mitigation <br />• CBRNE Prevention and Response Watercraft <br />• CBRNE Aviation <br />• CBRNE Logistical Support <br />• Intervention Equipment <br />Other Authorized Equipment (to include consulting sezvices in support of equipment <br />acquisition; Installation; Leasing of space for equipment storage; Maintenance; <br />Shipping; Sales Iax; Vendoz• Training and Programming) <br />Before any equipment item is added to the county budget, the county must first confirm the item <br />conforms to a specific AEL equipment item: It is recognized that the AEL is not an all-inclusive <br />list.. Some items that wish to be purchased may not exactly match a.specific item in the AEL.: In <br />those cases, the county must consult Ohio EMA's Pr~epaz•edness Grants Branch to determine <br />whether or' not the item meets the intent and restr fictions of a given AEL equipment <br />category/item.. If~ Ohio EMA cannot concur or• determine the eligibility of'tlie item, they will <br />consult with DHS to conf"um eligibility of'the item. The county must receive approval for• the <br />item in writinr; (email or' memorandum) from Ohio EMA's Gz•ants Branch. This clarification <br />must take place pr7or to any encumbrance or' expenditure of funds for the item in question. <br />The courity will not consult DHS independent of Ohio EMA bn an item's eligibility, which must <br />be coordinated thru Ohio EMA's Preparedness Grants Branch, Equipment item decisions made <br />by Ohio EMA and DHS are not subject to appeal: <br />An~quipment purchased with grant funding shall when pzactical be nr•ominently marked as <br />follows "Purchased with funds provided by the U S Department of Homeland Security." ~It is <br />i•ecogriized that not every individual item can be labeled as such. If the purchased equipment is <br />maintained iri bulk storage (fie.. in a packing container) the grant recipient may label the <br />applicable container(s) with the above statement as opposed to labeling each and every item <br />Labeling should not be intrusive to the piece of'equipment and must not include the DHS logo. <br />Page 10 <br />
