a) Planning Costs <br />Allowable FY2010 SHSP planning activities as they pertain to the State Investment .Justification: <br />• Public education & outreach <br />• Develop and implement homeland security support programs and adopt:ongoing <br />DHS National Initiatives <br />• Develop and enhance plans and protocols <br />• Develop or~ conduct assessments <br />• )=stablish, enhance, or evaluate Citizen Corps related volunteer programs <br />• Hiring of~ full- or~ part-time staff or contract/consultants to assist with planning <br />activities {not for' the .purpose of hiring public safety personnel fulfilling <br />traditional public safety duties) <br />• Conferences to facilitate planning activities <br />• Materials requited to conduct planning activities <br />• IraveUper diem related to. planning activities <br />• Overtime and backfill costs (IAW operational Cost Guidance) <br />Planning funds cannot be used for• the purpose of'hiring public safety (fire, E.MS, law <br />enforcement) personnel who will also fulfill traditional public safety duties.. These funds <br />cannot s~plant, but can only sup>zlement existing budlrets for these planning activities. In <br />no case is dual compensation allowable. <br />Upon completion of'a given planning pzoject, the county will submit copies of'the completed <br />plans and/or planning tasks that were developed, enhanced,. oz' updated using FY2010 SHSP <br />funds.. Ihese will be submitted to Ohio F;MA's Grant Branch not later than end of the grant <br />performance period and will be used to validate the work was completed as per the budget.. <br />Failure to do so may result in forfeituz~e or repayment of'grant funds- <br />Further, all publications created with FY2010 SHSP funding shall prominently contain the <br />following statement: "This document was prepared under a o ant from the U.S. Department of <br />Homeland Secuzity (DHS).. Points of'view or• opinions expressed in this document ate those of~ <br />the authors and do not necessarily represent the official position or~ policies of'the U.:S DHS " <br />b} Equipment Costs <br />FY2410 SHSP funds can be used for the acquisition of'specialized response equipment from the <br />eligible 21 equipment categories listed in the FY2010 Authorized Equipment List (AE.L). The <br />AEL is only available online through the Responder Knowledge Base {RKB) website at <br />www.rkb.us.. NOIE, the AEL is routinely updated and thus must be consulted each time <br />decisions are to be made on what equipment to be purchased.. The County Iearri must consult <br />the AEL in order to develop its Project/Budget application. <br />For' the FY2010 SHSP FedeYal guidance states that FY201 D SHSP funds may be utilized, for• <br />sustaining costs of equipmentpurchased with previous fiscal.yeats' SHSP,funds through the <br />performance period of'the FY2010 SHSPgr~ant, Further detail on this eligibility can be <br />obtained through FEMA's Information Bulletin #.3.36 (November, 2009).. <br />Page 9 <br />
