a) Planning Costs Allowable FY2010 SHSP planning activities as they pertain to the State Investment .Justification: • Public education & outreach • Develop and implement homeland security support programs and adopt:ongoing DHS National Initiatives • Develop and enhance plans and protocols • Develop or~ conduct assessments • )=stablish, enhance, or evaluate Citizen Corps related volunteer programs • Hiring of~ full- or~ part-time staff or contract/consultants to assist with planning activities {not for' the .purpose of hiring public safety personnel fulfilling traditional public safety duties) • Conferences to facilitate planning activities • Materials requited to conduct planning activities • IraveUper diem related to. planning activities • Overtime and backfill costs (IAW operational Cost Guidance) Planning funds cannot be used for• the purpose of'hiring public safety (fire, E.MS, law enforcement) personnel who will also fulfill traditional public safety duties.. These funds cannot s~plant, but can only sup>zlement existing budlrets for these planning activities. In no case is dual compensation allowable. Upon completion of'a given planning pzoject, the county will submit copies of'the completed plans and/or planning tasks that were developed, enhanced,. oz' updated using FY2010 SHSP funds.. Ihese will be submitted to Ohio F;MA's Grant Branch not later than end of the grant performance period and will be used to validate the work was completed as per the budget.. Failure to do so may result in forfeituz~e or repayment of'grant funds- Further, all publications created with FY2010 SHSP funding shall prominently contain the following statement: "This document was prepared under a o ant from the U.S. Department of Homeland Secuzity (DHS).. The AEL is only available online through the Responder Knowledge Base {RKB) website at www.rkb.us.. NOIE, the AEL is routinely updated and thus must be consulted each time decisions are to be made on what equipment to be purchased.. The County Iearri must consult the AEL in order to develop its Project/Budget application.
