These <br />firnctionai exercises will subsequently be followed by tabletop exercises that will validate <br />changes and plan revisions as a r•esult~of'the functional EOC exercises Applicants <br />allocating local exercise funds ar•e encouraged to follow this same process but ar•e not <br />required to do so. However, any exercises that ar•e conducted must follow a building <br />block approach. <br />4. Exercise planning must begin 2-4• months in advance of the projected exercise date for• <br />tabletop exercises (TTXs), 4-8 months in advance of'the projected exercise date for <br />functional exercises (FEs) and 8-12 months in advance of the projected exercise date for• <br />full-scale exercises (FSEs). It is imperative for a representative from Ohio EMA to be <br />present at the Initial Planning Conference (IPC) for each exercise to ensure uniformity in <br />.the exercise design process. • <br />5_ the Ohio EMA Exercise Program Manager must approve.allplanning confez•ence arid <br />exercise dates.. <br />6 Ohio EMA Exercise Stafl_'must appzove the exez•cise scenario and objectives <br />7. Each I IX must have a Situation Manual (SitlVlan) and a PowetPoint presentation <br />developed in accordance with the applicable HSEEP and State of'Ohio format. All <br />mater•ials.must be submitted to Ohio E~MA's Exercise Section at least 30 days in advance <br />of'the exercise.. <br />8 Each FE and FSE must have, in addition to the scenario, an Exercise Plan {Exl?lan}, <br />Controller and EvaIuator~ (C/E) Handbook and a complete Master Scenario Events List <br />{MSEL) developed. These documents, as well as the scenario, must be developed <br />accoi~dzng to the HSEEP and State of Ohio formats and provided to Ohio EMA no later <br />than 30 days in advance of'the exercise. <br />9. The Sfate.of Ohio Ienorism/Multi-Hazard )/EM will be the sole basis for the evaluation <br />of exercises conducted under this sub-grant. <br />10. Once an exercise is completed, an initial.dr•aft of'the Aftez• Action ReportlImpr•ovement <br />Plan (AAR/IP) must be submitted to the Ohio EMA Exercise Program Manager no Iater• <br />than (NLT} 30 days .after the conduct of'the exercise. A final copy must be provided to <br />the Ohio EMA Exercise Program Manager within 60 days after the conduct of the <br />exet•cise.. To ensure uniformity, AAR/1P templates will be provided by Ohio fiMA. <br />11. As part of'the improvement planning process, the applicant will be tasked with reviewing <br />the AAR/IP recommendations and developing a Corrective Action/Improvement Action <br />for• each recommendation, identifying the Responsible Party/Agency for• coordinating the <br />implementation of'that Cozz•ective Action/Impr•ovement Action, as well as a tentative <br />Completion Date. Ibis task is accomplished at the After• Action Conference (AAC), <br />which should be conducted 6-7 weeks after'the exezcise Once the AAC is conducted, <br />the final AAR/IP must be submitted for final approval to the Ohio EMA Exer•eise <br />Pr•ogr~am Manager, Ihis AAR/IP process must be completed within 60 days aftez• the <br />conduct of'the exercise. <br />Page 13 <br />
