FY07 UASI Grant Application <br />1. Overview: <br />The F'Y' 2007 UASI pragram provides financial assistance to address the uniquc <br />multidiscipline pianning, operations, equipment, training, and exercise needs of high-threat, <br />high-density Urban Areas, and to assist them in building and sustaining capabilities to prevent, <br />proteci against, respond tc), and recover from threats or acts of terrorism. <br />The FY 2007 UASI prograrn provides the opportunity to enhance regional preparedness <br />efforts. Urban Areas must etnploy regional approaches to ovcrall preparedness and are <br />encauraged to adopt regionAl response structures whenever apprapriate to meet the goals <br />identi fied in the Urban Area Homeland Security Strategy and common, measurable abjectivcs. <br />Security and preparedness officials at all levels should seek opporiunities to leverage funding <br />from multipie sources whEnever possible and not restrict their activities ta Federal funding aloae. <br />UASI funding vvil] be pruvided to idenlified Urban A.rea authorities through the SAAs, In some <br />instances U'rban Area boundaries cross State borders. States must ensure that the identified <br />Urbttn Arcas take an inclusive regionAl approach to the development and implementation of the <br />FY 2007 UASI program and involve the cantiguous jurisdictions, mutiial aid partners, port <br />authorities, rai] and transit authorities, state agencies, Citizen Corps Courtcil(s), and MMRS(s) in <br />their program activities. Investments should focus on outcomes that increase capabilities to <br />prevent, prolect against, respond to, or recover from Ci3RNE, agriCUlture, and cyber terrorism <br />incidents; however, the allowable scope of UASI activitics includes catastrophic events, <br />providcd that these activities alsp build capabilities that relate to terrprism. <br />Those needs are broadly defined in the State and Urban Areas's comprehensive Enhancernent <br />Plan and its supporting FY07 HSGP Investment Justification. DHS wishes to build a process <br />that gives DHS, thE State of Qhip, and its agencies a beriehmark from which to determine: <br />• How prepared we are now, . <br />• How prepared we need to be, and <br />• How we will prioritize eath year tn fulfill those capability gaps. <br />As in previous Cscal years, the FY07 IISGP provides fund'mg for Planning, Equipment, <br />'Training, Excrcise, and Administratiwe costs thai wi[1 allow us to enhance our ability ta prevent, <br />protect against, respond ici, and recover from lttreats of pr-suspectcd terrorist attacks, <br />The FY07 HSGP integrates the fallawing fivc federai grant programs Inio one <br />comprehensivc grant program, 'fhis includes thc following grani programs; <br />+ State Homeland Security Program (SHSI'), • <br />- --- •--- Urban-Areas-Security Initiative (UASI); - - <br />• Law Fnforcement Terrorism Preveatian Program (LETpP), <br />• Metropoiitan Medical Response System (MMRS) prograrxt, and <br />• CiEizen Corps Program (GCl'). <br />. This guidance outlines the proGess by tvvhic:h the FY07 UASI grant will be administered <br />and how eligihle recipicats will apply fur this funding through thc Ohia Emergency <br />Managcment Agcncy (OEMA).
