f Y07 UASI Grant Application <br />II. Program Summary <br />a) Program Timcline <br />The FY07 HSGP was released for state applications on January S, 2047. States were dirccted <br />to develop and submil lheir respective grant applications on/before Apri1 S, 2007. That <br />application included the revision of the state's multi-year Enhancemcnt Plan and a FY07 HSGP <br />specitic Investment Justification. The DHS campleted its review of the state applieations and <br />announced on July 18, 2007, how much fiuiding each state is to receive under the individual <br />FY07 grant programs. <br />DHS issued the state's federal grant award an August 13, 2007. At that time, the statc has 60 <br />calendar days to rnalce their awards to its local grant recipients. As such, Qhio plans to issue the <br />local letters of intent not later.that September 27, 2007. <br />The FY07 IJASY grant appiicstions must be received NL7` S:Qppm, Friday, November 9, <br />2007. Applicatians received after that timc/date will nat be considered and the associated funds <br />will be reallocated to other eligible applicdnts. Sce `Grant Applicalian' section on hQw to apply. <br />Unce those applications are received the Ohio EMA grants staff will review thcm and send <br />aut grant agrcements as they are approved. The flnal grant -agreements will be sent out not <br />later than December 21, 2007. If the application and projcct budget worksheets are not <br />approved at this point the award agreement will be scnt out with the special conditian that funds <br />can not be encumbered and/or drawn down until the application and accompanying project <br />budget worksheets are approved. The last date to meet this special candition is .Xanuary 18, <br />2008. At this time, if the agplication and budget worksheets are not appraved your funds will be <br />de-abligated and re-allocated. b) Eligible Applicants Only the three DI-IS-defined Ohia Urban Areas are cligible to apply to OEMA for funding <br />via FY07 UASI, Local jurisdictinns or agcncies within those areas are not oligible ta apply <br />separately under this grant. The Urban Areas must focus their applications on overcoming gaps/needs dircctly attributed <br />to the Investment Justitication and the gaps/needs of the Urban Area. <br />DHS has already defined how much funding each LJrban Arca is set to reccive. The thrce <br />Urban Areas will develop and submit applicatians based on the award amount defined by 17HS. <br />Applications in cxcess af that amc,unt will not bc considered. <br />c) Eligible Program Activities . <br />--- -The -rY07 HSGP required- the- eaeh 'Urban Area to submit an lnvestmenf Juslification <br />independcnt ol' the State's Investment Justification. The Urban Areas° respcctive Investment <br />Justitications outlincd the initiatives that are to be aooomplishcd and eventually funded via the <br />FY07 IJASY program, As per fcderal reskrictions, na Y'rojeets outside of the Urban Area's <br />DHS-apprawed Initiativ4s may be funded via the FY07 UASY program. Those Urban <br />Arcas with spccially conditioned investment Justit3cations mtrst resalve those with AHS <br />bcfore ftrnding is available for thusc Ynitiativcs. . <br />The FY07 HSGP guidance additianally requires that each Initiative must directly suppart, <br />build; and enhance -one of the thirty-se-ven (37) U.S. T)HS-defined 1'argct Capabilities.
