FY07 UASI program activiiies inust address and wark to achieve the <br />perforniancc mea.sures within those Target Capabilities for their submitted Investment Iniiiatives. <br />d) National Priorities <br />,While state and }ocal agencies are str'iving to achieve the stAte's homeland security strategies, <br />they arc also indirectiy supporting the national initiatives to prepare for terrorist incidents. `t hese <br />National Priorities must be fulflfed statewide in order to receive futurc homeland sccurity grant <br />funding. The costs, to complete these initiatives may be funded with FY07 UASI grant fiuids. <br />The initiatives include: <br />• Adopt and implement the National Incident Management System (1VIMS) and <br />the National Response I'lan (NRP); <br />• Implement the National Infrastructure Pratection Plan (NTPP); <br />• Fnhance and expand Regiona! Collaboration; <br />• Lnable Information/Yntelligence Fusion. <br />1) Ymplcment NIMS and NYrP: The NRP establishes a comprehensive all-hazards <br />approaeh to managing domestic incidents. The NIMS provides a consisient framewark for <br />entities at all jurisdictional levels to work togetiier to implement the NRP and manage dornestie <br />incidents, regardless of cause, size, or complexity. • . <br />• State and Jocal agencies are required to ceriify as part of their FY07 gant applications <br />that they have met the FYOS a.nd FY06 _N1MS requiremer?ts. State associations are not <br />considered respbnse organizations and thus are not required these requirements, but they are <br />strongly encoura6cd to know and promote the requirements thru their prepazedncss effarts with <br />lacal agencies. Yrior to reccirring• FY07 funds, Urban Arca grant recipients must certify their <br />communities have initiated the following FY05 and FYOb NIMS requirements: <br />• Adopt NTMS at the community level for a11 government departments and agencies, <br />and promUte and encourage NIMS adaption by assaciations, utilities, non- <br />governmental organizations (NCrOs), and private sectnr incident managemcnt and <br />response arganizations, <br />? Manage a11 emergency incidents and preplaiuied (rccurring/special) events, regardless <br />of sire, in accorciance wilh ICS organizational structures, doctrine and procedures, as <br />defined in NIMS. 1CS implementation must inelucie the consistent application of an <br />Incident Aetion Ptan with appropriate ICS documentation. <br />• CoUrdinatc and support emergency incident And event managernent through the <br />dcveloP_ment and use of inte?'atcd multi-agency coordinationsysterns, i.e. - develt?p -- <br />_---------- ------- <br />and maintain cpnnectivily capability betwecn lacal Incident Cornmand Posts (ICPs), <br />local 911 Centers, loca] Emergency Qpcratians Ccnters (EOCs) and the Statc EOC. <br />? Implcment processes, procedures, and/pr plans to communicate timely, accurate <br />information to the public during an incident through a Joint Information System and Joint Information Center. <br />•Establish a NTIvIS baseline against the FFY 2005 and FFY 2046 implementation <br />requiruments using the NIMS Capability Assessment Tool (NIMCAST). <br />? Develop and irnplement a systcm to coordinate all federAl preparedness funding ta <br />implement the NTMS across the conununity (i.e. - Homeland Security Advisory <br />CUmrnittee Ur 5imilar Sanctianed Orbanizatl0n). <br />Page 3, September, 2007
