Agencies should be revising and <br />updating their respvnse plans and SOl's to ensure its functionality and carnpatibility with the <br />NRP as wel] as thc State's EOP. <br />The FY07 HSGP again encourages the priority that emphasizes "Catastrophic" p[anning. <br />Catastrophic incidents result in sustained national impacts ovcr a prolonged period of time, and <br />alrnost immediately exceed resources normally available to Staie and lacal authorities. As <br />deiined by tho NRP, a Gatastrophic incident is any natural, technical, or manrnade incident, <br />---inciuding terrorism,-that-results in-extraordinary-Ievels of mass caSUalties; damage, 6r disruption -- <br />severely aCfecting the popuiation, infrastructure, cnvironmcni, economy, morale, and/ot <br />government funetions at the nulional level, Please note, that a locally-declared disaster and cven <br />a Presidential-declared disaster may not constittate a cAtastrophic incidcnt. <br />As such, agencies should evaluatc their preparedness and response capabilities for such <br />an cvent, and take the Appropriate steps to plan how to mitigate, prepare for, respond to and <br />recover f`rotil such a catastrophic event. While funding f'or these activities can bc funded with <br />UASI grant funds, agencics can alsa prcpare for such events utili•r..ing SHSP or other state or <br />fcderal grant ftinds. - <br />Page 4, $eptem6er, 2007
