FYO% UASI GranlApplicati4n <br />encourages all current Urban ,AreaS to cantinue to support a caordiriated and c:ollaborative <br />plrznning structure and effort to devclop, integrate, and implement their homeland security <br />activities in cancert with the State's strategic goals dnd objectives. <br />4) Enable Informationllntelligence Fusion: States and localities must establish the <br />means to gather; analyre; disseminate, and use terrorism information, homeland security <br />information, and !aw enforcement information relating to terrorism in support of'the 1'nformation <br />Shuring Environrnent Implementatian Plan prepared by the Program Manager, Information <br />Sharing Enviranment (Novembcr 2006). Ensuring access to the following information sources is <br />key to lhe fusion process: <br />• DHS t-Iomeland Sccurity Tnformation Network (HSiN), ta strengthen the real-time <br />collaborative flow ofthreat inlbrmation among homelasid security partners <br />• Department of Justice (DOJ) I.aw Enforccment Information Sharing Program, which <br />provides exchange services ihat enhance the inl`ormation sharing capabilities of DQJ <br />and its Federal, State and loc;al partners <br />•Joint Terror.ism Task Forces (J']`TF) led by the Fedcral $ureau of Investigation (FBI), <br />which enhance communication, coordination, and coaperation among agencies at all <br />levels of govcrnment representing intelligen4e, law enforcement, defense, dipiamatic, <br />public safety, and homelarsd security disciplines by providing a point of fusion for <br />terrorism intclligence <br />• Anti-Terrorism Advisory Counoi.ls (A'I'.tiC), which facilitate information sharins <br />aunarig law cnforcement arganizatians at all levcls of govcrnrnent and arc led by the <br />U.S. Attorney's Office <br />Tn establishing thesc capabilities, fusion centers should achieve a divcrsified <br />represenitxtion of persottnel based an thcir specific needs and ('unctians. HSGrP and Infrastructure <br />Protection Program (IPY) stakeholders are encouraged ta support ihe fusion process in <br />accordance with the Global Fusinn Center Guidefines, <br />1II. Eligible Program Expenses <br />The allowable costs under the FY07 UASI grani are divided into sjx pcogram categories; <br />Plarning, Organizatian, Equipmcnt, Training, Excrcises, and Administratipn, The FY07 <br />UASI program provides financial assistance to address the unique multi-disciplinc planning, <br />pperations, equipment, training, and exercise needs of high-thrcat, high density Urban Arcas, and <br />to assist them in building and sustaining capabilities to prevent, prutect against, respond to, and <br />rccover from threats ar acts of terrorism. <br />- Many oF-the capabilities inclt7ded within the TCL are dual-use in nat"ue, in that thcy can <br />apply to both terrorism preparedness as well as other hazards. Activities impletncr?ted under <br />UASI must stIpport terrorism preparcdness and build or enhance capabilities that relate to <br />terrorism in order to be considered eligible, even if the capabilities themselves do nat focus <br />exclusively on terrari5m. Far example, mass evacuation planning supports terrorism <br />preparedncss but alsa other types of catastrophie events. Planning far pandemic influenza and <br />linking that ei'Fort to a]arger bioterrorism preparedness effprt offcrs another example. Crrantces <br />must demanstrate the dual-use nature of any activitics irnplemented under this program that are <br />not explicitly focused on terrorism preparcdness. <br />Page S, September, 2007
