FY07 UASf Grant Application <br />Thc following outlines the basic allowable costs under the FY07 UASI eligible program <br />Calegories. <br />1) Plannyng; FY07 UASI funds may be used far a range of hameland security planning <br />projects, These includc, but are not linlited -to: <br />• Developing cpmmunications plans and interoperability protocols/SOAs that mect the <br />goals defincd in the State Interoperable Communicatians Plan (26 OCl OS); <br />? Imptementing and adopting FFY 06.and 07 IVIMS principles nnd policies; <br />? Modifying existing EOPs to be compatible with NIMS and NTtI'standards; <br />• Updating Terrorism Annexes, SOYs ar protacols; <br />• Inc.orporating the NPS, LJTL, and TCL inta local preparedness pragrams; . <br />• Evaluating critical infrastructure wlnerabilities and assessing security equipment and/or <br />personnel requirements to protect and secure sites, and devel,oping or er?hancing plans <br />associated wiih thosc sites; • Conducting assessments to iderttify and overcome local response needs based on <br />defined Target Capabilities; <br />• Developing or enhancing Gontinuity of Operations (COOP) ttnd Continuity of <br />Cxovernment (GOG) plans; <br />• Establishing or erihancing mutual aid agreements; • Developing or enhancing border security planS; • Developing or enhaneing cyber security or risk mitigation plans; <br />• Developing or enhancing agriculture/food security plans; <br />? Developing or updaling resource inventary assets; <br />•Establishing or enhancing state and loedl geflspatial data systems; <br />• Developing public/private sector partnership and resource sharing plans; <br />? Lnhancing Citizen Corps activities inc3uding Ncighborhood Watch, VYpS, TAP Ancl <br />nther opporttinities for citizen participation, <br />Aliowttble Costs: Thc fallawing outlines the allowable costs for planning projects. <br />• Hiring of full or part-timc staff to pcrform planr?ing activities; <br />• Hiriag of coptrACtors/consultants to perform planning activities; <br />• Fersonncl overtime and backfill costs incurred in the performance of a specific <br />planning activity; <br />• Confercnces/meetings that specifically facilitate a planning activity; <br />_Materials_not.alr_eady on-hand-and-spccil'i cally-requ'ired-to ereate; produee, <br />and/or distrihute planning products; and <br />• Travel/per diem related to the direct aeeomplishment of a planning ac;tivity. (IAW A- <br />$7 and all other app[icable local, state and Federal guidelines) <br />. Flanning funds cannot bc used for the purposc of hiring public safcty (fire, BMS, law <br />cnforcement)'personncl who will also fulfill traditionat public safety dutics. These funds cannot <br />supplant existing budgets for these planning activities. En no casc is dual compcnsation <br />allowable. <br />Upon Completion of a given plannYng project, the agency ur associatiqn wi11 submit <br />cupics of the completed plans and/or planning tasks that werc developed, enhanced, or <br />Page 7, September. 2007
