Failure to do so may resu}t in forfeiture or repayment of grant <br />funds. <br />Further, ail pubIications created with FY07 UASI funding shall prominently contain the <br />fallowing statement: "This document w+us prepared ander a grant from the U.S. Departmcnt <br />of Homeland Seeurity (DHS). Yoints of view or opinions expressed in this dbcument Arc <br />those of Ehe authors and do not nccessarily represent the offieial position or poiicies of the <br />U.S. DHS." <br />2) Qrganuation: Urban Areas may use FY 2007 UASI funds to support selcct <br />organization activities. Agencies and associations must justify propased expenditures of UASI <br />funds to support organization activities within their grant applicatian using historical data and <br />other analysis to substantiate their proposals. No more than 25 percent of the gross amount of <br />the allocation for thc C1AST program may be used for operational expenses and overtimc <br />costs far thc three operatiunal actiwitiea noted below. <br />a) Operatianal overtime costs associated with increased securiiy measures ai <br />critical infrastructure sites during DHS-declared periods of heightened alert to include <br />costs inc;urrcd at Nationa! Spccia] Security Events (NSSEs) in UASI jurisdictions, as <br />dcsignated by the Secretary of Homcland Security: Under this category, the fo]lowing <br />restriction applies: <br />• Not rnore thar? 14 percent may be used for costs incurred during <br />Code Yellow ar qrAngc. <br />• Thc remaining 15 percent may be used far costs incurred only during <br />Code Orange. <br />FY07 Ut1SI funds may only be used to support the- operational expenses <br />associated with increased security mcasures at critical infrastrucriire sites in the <br />!'ollowing authprized categories; <br />• Backfill and ovcrtime expenses for slaffing State or lacal emergency <br />operations centers (EOCS). <br />• Hiring of contracted security for Critical infrastructure sites, <br />• I'ublic safety ovcrtime. <br />• Increaseci border security activities in coordination with Customs <br />Border Patrol (as quilined in DHS Informatian Bullctin 4135). <br />Note: Gonsumablc eosts, such as fucl expenses, are not ulluwed <br />b) Overtime :,asts for personncl to participate. in infarmation, investigativc, <br />. and intelligence sharing activities specifically related to hameland security. This <br />includes activities such as anXi-terrorism task forces, Joint Terrorism Task Forces <br />(JTTF), Area Mari#irrte Sccurity Committees (as required by lhe Niaritime <br />"fransportation Security Act of2002), and "ferrorism Eariy Warning (TEW) groups, <br />c) Grant funds may be used towards the hiring of new staff -and/or <br />contractors tn Serve as intelligence analysts ta support information ar intelligence <br />fusion capabilities.
