approved invoice within thirty (30) business days after grant funds are <br />received from the State. <br />2. The County shall make payment to the VII,LAGE on the basis of the <br />approved documentation and adherence to the terms stated in Attachment I. <br />3. The VII.LAGE must submit reimbursement requests twice per quarter. <br />Each such reimbursement request shall be made in the form of Exhibit B <br />(attached). <br />.4. If the County has knowledge of a delay in funding, the VILLAGE will be <br />notified 'unmediately. <br />5. The County may withhold reimbursement if the VILLAGE has been found <br />and notified of non-compliance status with federal, state and/or County <br />requirements, regulations and conditions set forth in the AGREEMENT. <br />i <br />III. GRANT CONDITIONS <br />The VILLAGE shall comply with all special and standard conditions set forth in <br />Attachment I as well as Cuyahoga County Off'ice of Procurement and Diversity <br />procurement standards. All equipment purchases will need to be pre-approved by the <br />State of Ohio Emergency Management Agency before procurement can occur. All <br />equipment items and services must be procured andlor delivered by the agreement's <br />termination date of May 15, 2010. The VII.,LAGE will act in accordance with Senate <br />bi119 (Ohio's homeland security and anti-tenorism legislation; (6) and HB 694 and <br />with the Buy American Act (41 U.S.C. l0a et seg.). <br />N. AUDITS <br />A. Access to records <br />To the extent pernu"tted by law, the COUNTY and the State of Ohio Emergency <br />Management Agency authorized representatives, shall have access during business <br />hours for the purpose of audit and examination of any books, papers, program site, <br />staff, clients, and records of the VILLAGE that are pertinent to the subject grant. The <br />COUNTY shall provide the VILLAGE with five (5) days advance written notice of <br />intent to audit. <br />3 of 8
