1 ~ URS <br />January 22, 2003 <br />Mr. Phil Brett <br />Director of Finance <br />Mayfield Village <br />6621 Wilson Mills Road <br />Mayfield Village, Ohio 44143 <br />RE: Proposal for Upper 40 Riparian Restoration - Phase 2 Grant Application <br />Dear Mr. Brett: <br />URS Corporation - Ohio (URS) is pleased to submit this proposal to provide landscape architectural <br />services to assist Mayfield Village in preparation of an Issue 1 Clean Ohio grant application for Phase <br />2 of the restoration of the Upper 40 tributary of the Chagrin River. This proposal is based on your <br />telephone conversation and request for proposal of January 13, 2003 with Mr. Tom Evans of our <br />office. This proposal has been prepared to set forth the professional services URS will provide for <br />Mayfield Village, acting as the contracting entity for both Mayfield Village and Metroparks. <br />UNDERSTANDING OF THE PROJECT <br />It is URS' understanding that Mayfield Village desires to seek funding for riparian restoration of the <br />Upper 40 tributary through the Issue 1 Clean Ohio program administered by the Ohio Public Works <br />Commission. Issue 1 funding submittals are due at the Cuyahoga County Planning Commission by <br />Friday, Febi•uary 28, 2003 at 4:30 PM. <br />Phase 1 of the project, designed to restore floodplain functions and reduce peak flows and velocities, <br />located on Mayfield Village property was funded in Round 1 through the Clean Ohio program. Phase <br />1 design has commenced and construction is anticipated in mid year. Phase 2 of the project is <br />intended to restore a stabilized natural channel on a severely eroded segment of Cleveland Metroparlcs <br />property. Tlie existing park road and culvert, currently destroyed, will be removed and an all purpose <br />trail provided. <br />SCOPE OF SERVICES <br />URS will provide the following scope of services: <br />Task 1- Grant Application: URS will prepare a complete Issue 1 grant application, including the state <br />application and the District 1 supplement, for submittal to the District 1 NRAC Committee by <br />Februaiy 28, 2003. <br />URS staff will meet with Mayfield Village and Metroparks staff to discuss project goals and gi•ant <br />strategies. URS will prepare a conceptual plan and cost estimate for stream restoration intended to <br />achieve the goals of stabilized and naturalized stream channel.
