Exhibit C <br />DESCRIPTION OF THE PUBLIC IMPROVEMENTS <br />GEl~ERAL DESCRIPTION: The improvement known as North Commons Boulevard will <br />originate from a point approximately 1,000 feet west of the intersection of White Road with S.O.M. <br />Center Road thence south, southeast and east approximately 6,250 feet and terminating at a point <br />intersecting S.O.M. Center Road directly west of the current intersection of S.O.M. Center Road <br />and Hickory Hill Drive. Approximately 2,600 feet south of the intersection of S.O.M. Center and <br />White Roads, a second road known as the Chagrin Commons Parkview Boulevard will originate <br />from and intersection S.O.M. Center Road and run west approximately 610 feet where it will <br />intersect the first road (North Commons Boulevard). In addition, approximately 1,000 feet of <br />White Road will be widened from the intersection of White Road and the North Commons <br />Boulevard east to the intersection of S.O.M. Center Road. In addition, S.O.M. Center Road will be <br />widened from two lanes to six lanes with two of those lanes consisting of a median from the <br />intersection of S.O.V1. Center and White Road to the intersection of 5.0.1. Center Road and <br />Sandalwood Drive; a distance of approximately two miles. In addition, there maybe constructed an <br />extension of the boulevard which will run west from the boulevard and serve as a common ingress <br />and egress to the Progressive Insurance Development on the South and the Governor's Village <br />development on the North. This extension will eliminate separate drives for each development and <br />improve the flow and the safety of traffic entering and exiting both developments. <br />Pavement and Appurtenances: The interior roadway improvements are five-lane width; two <br />lanes in each direction with the center median acting as the fifth turning lane where needed. The <br />road materials include an improved subbase, asphalt pavement with concrete curbing. The bike <br />path is 10 foot wide with improved subbase and asphalt pavement paralleling the roadway its full <br />length. The roadway and bike path improvement are lighted and landscaped. White Road will be <br />widened from two lanes to three lanes from the intersection of White and S.O.M. Center Road to <br />the intersection of White Road and North Commons Boulevard. S.O.iVI. Center Road will be <br />widened from two lanes to four, five or six lanes with possibly up to two lanes serving as a median <br />from the intersection of S.O.M. Center and White Roads to the intersection of S.O.M. Center Road <br />and Sandalwood Drive. Utilities will be relocated, possibly underground for the two mile length of <br />S.O.M. where it will be widened. <br />Storm Sewers: The approximately 3,500 lineal feet of the storm sewer system improvement <br />includes pavement subbase drainage conduits, catchbasins, manholes, collector sewers along the <br />roadway, and conveyance sewers to the detention basins located throughout the 290 acres of land <br />collectively known as the North Chagrin Commons. <br />Stormwater 1Vlanagement: The improvement includes mapping of existing wetlands, preparing <br />nationwide permits, developing a master stormwater/wetlands management plan, and adding <br />detention basins for the roadways and the recreation and park facilities located in the northern and <br />middle sections of the area known as the North Chagrin Commons. <br />C-1 <br />
