Progressive shall use its best efforts, consistent with its <br />business needs, to ensure that Progressive and its affiliated entities employ in the facilities <br />to be constn,cted on the property at least 600 workers by the end of the first year following <br />completion of construction and 1000 workers by the end of the third year following such <br />completion. <br />2. FITNESS AND SWIMMING FACrLiTIEs. <br />As part of the Development, Progressive will construct a fitness center on the <br />Property. Progressive shall determine the design and location of the fitness center and pay <br />all costs of construction. Progressive shall allow residents of the Village to use the fitness <br />center subject to any conditions and limitations of a type customarily imposed by owners and <br />operators of fitness facilities. Progressive shall determine the center's hours of operation <br />and may impose usage, membership and other fees. <br />Village will construct a swimming facility on property adjacent to the Development. <br />Village shall determine the design of the swimming facility and pay all costs of construction. <br />Vllage shall allow employees of Progressive and its affiliated entities to use the swimming <br />faal'dy subject to any conditions and limitations of a type customarily imposed by owners and <br />operators of swimming facilities. urllage shalt determine the swimming facility's hours of <br />operation and may impose usage, membership and other fees. <br />3. GON5TRUCTION OF RQADWAY. <br />Promptly following execution of this Agreement, Village shall commence and pursue <br />diligently to completion all action necessary to construct a roadway to service the <br />Development ("Roadway").
