Mayor Endress then reported that two names for the vacant <br />council seat had been nominated and asked the clerk to read the last <br />part of the minutes of the previous meeting. At this point ~r. Swanson <br />proposed Mr. J. Edward Strater of 513 S.O.M. Center Road for Coancil. <br />T'~xr. Uterhard asked for permission to address Council and said'_.that <br />the people at the North end of the Village had long felt the need for <br />representation at Council and the. appointment of Mr. Strater would fill <br />this need. ~ - <br />Mayor Endress then asked for a second to the nomination of Mr. <br />Norman Reed. Mr. Beard seconded this nomination. <br />A second was then asked for the nomination of Mrs. Kay Cass. <br />No second was received and a second was asked for the nomination of Mr. <br />J. Edward Strater. Mr. Oatess seconded this nomination.- <br />Rol]_ Call on these nominations: Mr. Swanson for Mr. Strater, <br />Mr. Taylor for Mr. Reed. Mr. Beard for Mr. Reed. P'~. Whiting for Mr. <br />Strater, and Mr. Oatess for Mr. Strater. <br />Mr. Whiting then stated that undoubtedly Mr. Reed would make as <br />fine a councilman as any in the village, but Wilson Mills-Road was heavily <br />represented directly and indirectly, and cited the members of the official <br />family living on or near Wilson Mills Road. .He stated further that he <br />felt that some other part of the viLage-should have representation and <br />as Mr. Strater had the support of the North end of the Village, he urged <br />Council to reconsider and vote for TZr. Strater. I'!~r. Swanson said that <br />Mr. Reed was doing such an excellent job on the Zoning Commission that <br />he hated to lose him. Mr. Beard stated that he was supporting T~~r. Rsed <br />because he was an accountant and felt that someone with financial exper- . <br />fence should be~on Council. At tlv.s point Mr. Beard changed his vote <br />in favor of Mr. Strater; as l~Tr. Strater now had four votes, he was duly <br />elected to fi7L7. the unexpired term of Mr. Endress as Councilman. <br />Mr. Strater was present in the audience, and Mr. Edelman, a <br />Notary public, then administered the oath. of office to the new council <br />member, and he assumed his seat at the council table. - <br />Mayor Endress reported that he had been sworn in by Mr. J. S. <br />Hudson, Notary Public, and the papers for this had been filed with <br />the Clerk. <br />Mayor Endress then appointed Mr. Taylor as Chairman of the <br />Finance Committee. It was moved by Mr. Beard, seconded by NZr. Whiting, <br />that this appointment be confirmed. <br />• Roll. Call: Ayes --Messrs Swanson, Beard, Whiting, Oatess ~ Strater. <br />Nays - 141r. Taylor not voting. <br />Motion carried <br />Mayor Bndress then appointed ILIr. Strater as the third member <br />of the Finance Committee. It was moved by Mr. T~lhiting, seconded by Mr. <br />Oatess, that this appointment be confirmed. <br />2. <br />
