As the project of serving the abutting property owners on Highland Road came up for discussion, the Clerk advised Council that he thought it only fair that Council provide him with some help to carry out this matter. Council again discussed the water main project from every angle but took no action on the matter. Our Engineer had also been asked for plans, specifications and an estimate of cost of a water main on SOM Center Road over a portion of the road covered by a petition from a majority of the abutting property owners. It developed during a discussion that there was some misunderstanding as to which part of SOM Road was covered by this petition. After going over the matter thoroughly and discussing the financial problem of providing sufficient funds for the village portion and d iscussing the debt limitation of X60,000.00 on special assessments Council felt that only a portion of the remainder of SOM could be improved at this, time. I~r. •Whiting then introduced Resolution No. 283 entitled: rrAn Emergency Resolution ~claring the Necessity of Authorizing and Directing the Village Engineer to Prepare Plans, Specifications and an Estimate of Cost of a 12" Water 1'~ain- in SOIi Center Road in the Village of Mayfield, Ohio, from the North Side of Highland Road, Northerly to the Southerly boundary of the Weisberg Property", which resolution was read to Council. 2t was moved by Mr. Strater, seconded by Mr. Taylor, that the rules of law requiring a resolution to be read on three separate occasions be suspended., Rol1.Ca11: Ayes - I°Iessrs Suranson,Strater,Taylor,Whiting,Beard & Oatess Nays Y None Motion carried Rules Suspended 2t was moved by Mr. Oatess, seconded by Mr. Strater, that Resolution No. 283 be approved and passed as mad. Nays -None. g2otion carried Resolution passed As Council was still. discussing the matter of selling some of our ~I~0,000.00 bond issue to defray village portion of improvements, our treasurer, Mr. Rogers, took up with Council the matter of interest on such money, and felt that we should not incur such an expense until necessary and advised Council to defer the sale of these bonds until there *~ras an actual need for the money. Mr. Edelman advised that a special°meeting would be necessary to carry out legislation relative to the sale of special assessment bonds for Seneca Road, Bonnieview Road, Worton Park Drive and SOLI No. 3.
