Mr, Strater, seconded by Mr. Falk, then introduced Ordinance No,, <br />537 entitled: "An Q?dinance Governing Dogs and ather Animals", which <br />orclinance was read to Council. It wa.s moved by Nir. Hopkins, seconded by Mr. <br />Falk that the rules of ]daw requiring an ordinance to. be read on three <br />separate occasions be suspended, <br />Roll Call; Ayes - Messrs Swanson?Strater'Fa.lk and Hopkins <br />Nays - 14rs. Braum and Mr. Taylor. . <br />As this motion failed to pass, Ordinance No. 537 wa,s placed on a.ts <br />first reaclingv _ <br />Ordinance Noo 535 entitled: "An Ordinance Prohibiting ths Di.scliarge <br />of Firearms Within the Vi]'age Limi.ts, and Repealing Ordinance No. '524", was <br />read to Council 2nd placed.on its second reacling. , - <br />Mr. Hot,ra-rd Schu7.z then asked for tne f].oo:c anci spoke against ardin- <br />a.nce No, 535, stating that individuals had certain inherent rights gu,arani,eed <br />by the state and the federa.l goversunent, and felt that the present ordinance <br />jeopardized the rights of an 3nclividua.l to pursue these inherent and . <br />gu,aranteed rights. He then went on to speak of the great distance between <br />the speu used ror trap shooting and ar?y dwe7.ling and told Counci.l, that th:i.s <br />property had been in his family since the 1800's and was, unchanged to the <br />present time. ' He said tha-t his grandfather, and his grandfather before ha.m., <br />had enjoyed trap shooting on this propertf. , He then asked for permission <br />to have the Clerk read a bri,ef he had prepared, but he was persuaded to <br />present this brief to our Solicitor for. checkin.g. _ <br />Mr• Swanson, seconded by Mr. Fa].k, then aslced that the minutes <br />show that Ordinance No. 535 had been given its second raading,.and that <br />rFr. Schulz's brief would be checked before the next meeting, <br />Roll Cal1m Ayes -IZessrs SwansonaStrater,Tayl.or'Brown'FaLk & Hopkins. <br />Nays - None. <br />Motion carried <br />I're Hopk3.ns, reporting for the Building Comm3.•ttee, stated that the <br />Committee ha.d met at tne T(x.m Hall at 8:00 P. 14. 14a,rciz 6th, 1956, and had <br />diseussed new storzn windaurs for the Town Hal],o He then presented two bids, <br />one from the Best Windaw Coo for $989.00,. and the other from the Ly1,e <br />Window Co, for $995.00,' the latter sulzaitted =i 1955. <br />Mr. fIopka ns reported that t he roof had been ]eak3ng, but ha.d been <br />repaireds .His.Comnittee had also gone over the probl.em of a new chimney <br />and had a rough estimate of from $2000 to ?3000, and suggested either a ncw <br />electric hot taa.ter heater, or a gas hot water heater witn the exhaust pipe <br />going out the window. This had been checIced with Fire Ch-i.ef Poi°ter a.nd <br />could be done if the pipe were continued 15 feet above the ground. <br />Mayor Endress then suggested that bids Ue obtained for both electric <br />?and gas hot trater heaters in time.for the next Council 14eeting. Mr. Rogers <br />suggested looking into an instantaneous heater„also. .__ <br />20
