budget for 1963. Mayor Endress.remarked at this point, that he felt that the _
Finance Committee should have regular meetings such as the other committees
were holding, at whi.ch time any plans or financial matters conld be discussed -
without waiting for Council meetings and that Council should have reports on
these.meetings. Council would then have a better idea of our affairs and we
eould develop better reports. Mayor.Endress said that, due to the growth of
the Village, the Finance Committee should start looking ahead to long range
plans and he also thought that if.they met regularly like all the other committees
that the others could attend these meetings. Mayos Endress also spoke of capital
improvements and took up the matter of a bond issue for the parpose of paying
the village share of anq improvements; Mayor Endress went on to say that it ?
looked as though the SOM water line would use up all of our present f unds for
?
this purpose. Mayor Endress said that he had met with Mayor Frantz o
fleights and Maqor Elbrechi of Lyndhurst on Januarq 11, 1963, and as a bond issue
had been passed it looked pretty favorable for the improvement of Ridgebury
Boulevard by paviag. -
Maqor Endress amplified his `remarks on Ridgebury paving with an estimated.
£igure of $71,750.00 and a probable.basis of 65-25% bringing our cost to somewhere _
around $19,000.00. All homes in our village are abutting Ridgebury Bonlevard
and ean be assessed and the County f igures on starting in 1964; all-legislation
has to be through and finished.before starting the work. Mayor Endress then
asked Mr. Edelman how to handle this. The question was also raised about 'La,nder,
Road. Mayor Endress said it was scheduled for 1967 but could probably be pushed
through by 1965; that Mayfield Heights was hard pushed for the moneq: It
would cost $200,000.00 from Wilson Mills to Ridgeburq Boulevard and our share
would probably be $25,000.00..
Mr. Edelman then reported that Willoughby Hills was interested i.n running
a water main in White Road and had asked if we were interested, as part of the
Sou'th side of this road was'in our Village. Mr. Edelffian said that they expected
to get water from the other end and not from the SbK Main. This would be a,12
inch main. Mr. Edelffian said that we were going to tiave to refer all of this to-
the FinaaceCammittee, as we did not ttave enough money to pay our share o£ the'
costs. . .
Mayor Endress then read'a'lettes f rom Mr. Peterson giving estimated :
eosts of the SOM Water Main with 16" and 8" pipe;' showing an additional cost
of .$22,7•82.76 for the 16" oner ttie $1"line, the additional cost of valves being
$2,724.00e Mr. Edelman said that we might have to put up a bond issue either
at the next election or at a sgecial election. Mayor Endress then asked Mr.
Peterson.whether :the utilities eould be set back far enough €or'widening SOM, ;
if"this main was built and Mr. Peterson said qes; that the State plannecl to
acquire more land for this purpose. Mr. Edelman said that all these projects.
raa into money and we shoul.d have a_finance meet3.ng and have some f igures"
from.our engineer to arrive at the cost of these'projects and thenn if we have .
to have a special election, we can ask f or enough to take care of all of these
projects.
Mr. Mason9 seconded by Mr. Wedler, then introduce8 Ordinance No. 786
entitled: "An Ordinance to Make Temporary Appropriationa f or Current and Other
Expenses of.the Village of Mayfield for the First Five Months of the Year 1963",
which ordinance was read to Council.. ,
2.
