A report on a letter f rom Mrs. Briggs was then made. This letter called <br />to the attention of the village the frequest accidents caused by bicyele wheels <br />dropping into the drainage grates along Wilson Niills Roado Mayor Endress <br />said that this was called to his attention when the accident happened and he <br />had gotten in touch with Mr. Dollard.about the matter, Mr. Dollard then sent' <br />out one of his men to inspect these grates and he reported back that it was a <br />bad situation and something should be done about welding a bar across the grate <br />so that a wheei could not drop down. Mr. Dollard said that this was the best <br />device they had so far for getting rid of water. Mr. Shortle was not able to <br />contact Mr. Dollard, but got a hold of Mr. Vanise, who said that they admitted <br />the danger, but did not know what they could,do about it. Mayor Endress said <br />that we should have an informal resolution from Council to go down thsre and <br />asked Mr. Edelman to write a letter to them. <br />Mayor Endress then read the reports f rom the various departments. <br />The subject of snow and the clearing of our new sidewalks eame up <br />and Mr. Edelman said tha.t he had an ordinance on the subject that he had prepared <br />in February. Mr. Edelman then read this ordinance to Council. There was' a great <br />deal of discussion in Council on this matter. Mayor Endress said that the people <br />felt that they did not use the sidewalks and did not want to clean them. <br />Mr. Mason, seconded by Mr. Wedler., then introduced Ordinance No. 814 <br />entitledt "An Ordinance Requirittg the Removal of Snow, Ice, Slush, Dirt, Mud <br />and Other Substances f rom Sidewalks and Prescribing a Penalty f or VioTation <br />Thereof", which ordinance was read to Council. <br />It was moved by Mr. Belzer, seconded by Mr. Mason, that the r.ules <br />of law requiring an ordinance to be read on three separate occasions be suspended. <br />Roll Call: Ayes - Messrs Wedler, Bennett, Mason, S1oatt & Belzer. <br />Nays - None. <br />Motion carried <br />Rules Suspended <br />It was moved by Mr. Belzer, seconded by Mr. Bennett, that Ordinance <br />No. 814 be approved and passed as read. <br />Roll Call: Ayes - Messrs Wedler, Bennett, Mason, Sloan and Belzer. <br />Nays - None. <br />Motion carried <br />Ordinance Passed <br />Mre Peterson said that the pipe f or the SOM Water line had been held <br />up one week, but would be delivered this week and they would be at work on the <br />water line on Thursday of this week. Mr. Peterson also reported that the <br />pavement on Kenwood would be repaired this week. <br />Mayor Endress then asked the Service Director about the bill for <br />$204.00 for digging out the dirt under the Freeway and said that we should have <br />hauled the dir.t away ourselves and saved $7.00 per hour. It was then moved <br />by Mrs Mason, seconded by Niro Wedler, that we get a corrected bill for this <br />work, as the Service Director did not authorize removal of the dirt. <br />4.
