1 Mr. Feneli stated a meeting has to be held or a conference by phone to discuss the loan for the new Service Building. Mr. Relic said he had spoken with Mr. Avery and plans are to go with notes for $100,000 to be paid back by the end of the year or else borrow the money as it is needed. Mr. Relic said he would like-Council to authorize the establishing of a Service Building Construction Fund so an exact record can be kept of the monies spen~t-o_ He would like a rule set that any expenditure over $2500.00 be put out for bids and anything under this amount can be on an informal bidding procedure. He has already received a bill, for $600.00 from~Triggs and Associates for Geotechnical Engineering services. He asked that all purchase orders and invoices be clearly marked. Mr. Bennett commented there is a need to get these matters finalized before May 1st to save the anticipated 10/-increase. Mr. Amendola stated he needed authorization to hire the excavating con- tractor. The total cost would be around $10,000.00. Ordinance 79-25, entitled: "AN EMERGENCY ORDINANCE AWARDING A CONTRACT TO KING EXCAVATING COMPANY AS' THE LOWEST AND BEST BIDDER FOR THE CLEAR- ING AND GRADING OF THE SITE FOR THE NEW SERVICE BUILDING." Introduced by Council as a Whole in title only.. _ Mr. Bordonaro, seconded by Mr. Boger, made a motion to suspend the rules of law requiring an ordinance to be read on three separate occasions. Roll Call: AYES: All NAYS: None Motion Carried Rules Suspended Discussion was held on what the job entailed. Mr. Boger, seconded by Mr. Bordonaro, made a motion to pass Ordinance 79-25. ' Roll Call: AYES: All NAY5: None Motion Carried Ordinance Passed GENERAL COMMENTS: Mr. Feneli stated ;the easement agreement for Oakton Cirlce sewer project 'was completed. He would have a rough draft of legislation re the con- version of apartments to condiminums for Council at next Caucus. Chief Hejcl thanked Council for the addition of a full-time man. Mr. Bordonaro complimented the Mayor on his latest addition of the V.O.V. He said the V.O~1V. is a one man job and thought it nice that he keeps it going.
