~~ <br />MINUTES OF AN EMERGENCY PI7BLIC HEARING REGARDING <br />SANITARY SEWER LINE BREAKAGES <br />July 16, 1979 <br />Mayor Beebe called the meeting to order at 7:35 P.M. <br />Mayor Beebe stated that the purpose of calling the emergency hearing <br />was to hear the reasons for the recent sewer breakages and to~get the <br />problems resolved. He had ,contacted those involved and introduced <br />them as follows: <br />North East Ohio Regional Sewer District: <br />Jeffrey A. Saxon, Planning Engineer <br />Erwin Odeal, Holding Tank Supervisor <br />Ohio Environmental Protection Agency: <br />John J. Januska, P.E. Group Chief/Division Wa~~te Management & Eng. <br />Dan Dobek <br />County Sanitary Engineers Office <br />Ralph E. Christman, Deputy Director Operation/Maintenance <br />Michael J. Karham Deputy Director Technical Services <br />Also Present were: Assistant Law Director, Dale Feneli, Steve Hovancsek, <br />Village Engineer, Gus Amendola, Building Commissioner, <br />Councilpeople, Bennett, Busa, Boger, Flynn and Trask. <br />Mayor Beebe, reported that the village has had two major problems within <br />the last 10 years; (1) Sanitary Line Breakages on Wilson Mills (2) <br />Death of Wildlife, FisYx etc. caused by breaks from other areas and flowing <br />into the creeks and ponds in the village, <br />The breaks on Wilson Mills (six separate breaks since 1973) cause raw <br />sewage to flow in the back yards of residents of the Beech Hill and Bonnie- <br />view area. Traffic problems also occur while these breaks are beia~g re- <br />paired which have taken some two weeks for one break. There have been <br />three major breaks since Memorial Day. We are asking for identification <br />of the problems arld immediate solutions due to the unbearable stench and <br />health hazards that exist as a result of these breaks. He asked Mr. Hovan- <br />csek to give his view of the situation,. M ~ , <br />Mr. Hovancsek stated that in 1970 the O.E.P.A, mandated the cleaning up <br />of the eastern stations. An improvement was designed by the addition of <br />the Million Gallon Holding Tank at Bonnieview which indicated that it'~'would <br />overflow perhaps five times a year. Prior to construction, the Cleveland <br />Regional Sewer District was formed and they leased the Pumping Station at <br />Beech Hill and made temporary improvements. The motors of the pumps were <br />increased in size and from that time on, the breaks have been occurring <br />in the force main lines. The Mayor, Council, and Residents have all become <br />aggravated with the situation. <br />
