Pres-
ident Vince Busa presided.
Roll Call: Present: Messrs., Bennett, Busa, Flynn, Grogan and Miss Trask.
Absent: Mrs. Hanus and Mr. Boger
Also Present: Mayor Beebe, Gus Amendola, Steve Hovancsek, Dale Feneli,
Robert Beatty
Mr. Busa stated the purpose of the meeting was to consider legislation
for the repaving of Echo Drive and any other matter that may come before
Council.
Mr. Hovancsek reported that the bids that came in on Friday were all over
the 15% maximum on his estimated costs. His estimate was $72,400 and the
lowest bid was $93,479.12.
Mr. Feneli stated that several courses could be taken on the matter:
1. A notice would have to be published 48 hours in adV:ance of a
Public Hearing to hear the Echo Drive residents opinions on
the higher figure of $5600 per unit vs the estimated $4500.
2. Throw out the bids received and put the job out for rebid.
3. To have Mr. Hovancsek draw up new specks and send the new asess-
ment figure to the homeowners.
4. In lieu of the weather, abandon the project and start all over
again in the spring.
Mr. Hovancsek stated that he could probably review the specks he originally
prepared and eliminate a few items which would bring his estimate to some
$3,,000 less.
Mayor Beebe clarified that the estimate of $90,838 included the engineer's
fees, advertisement expenses etc. The bid of $93,479.12 received from
Fraser was for the paving only.
Mr. Hovancsek stated that the bidders viewed the road at its worst possible
condition due to the heave rains and is probably the main reason the bids
came in high.
Mr. Busa suggested the rebidding in the spring might bring a lower figure
due to everybody's heavy work schedule now.
Mr. Barclay commented that with the esculating prices in oil etc. could
only bring higher construction costs in the spring.
