~~~ <br />Mayor Beebe stated that the condition of the road at present <br />creates a serious situation for emergency vehicles if they were <br />to have a call on the street. It is impossible for any speed to <br />be maintained. He questioned if the contractor for the project <br />might do temporary work now and pave in the spring. <br />~. <br />Mr.~ Feneli cautioned the Mayor and Council on the idea of deviating from <br />the specks as some contractors probably considered the 60 day completion <br />date and due to their. heavy work schedules this fall could not bid on <br />the project. <br />Mr. Grogan questioned if the Mayor was stating that the police cannot <br />get down Wilson Mi11s and Echo Drive. <br />Ma~.~.~ Beebe clarified that no, he didn't say that but a 50/ time loss <br />cEwld be experienced. <br />Mr. Hovancsek stated that the second lowest bidder is Trinidad Paving, <br />who is doing the work on Wilson Mills, is only $1100 higher than the low <br />bidder and this might be a consideration since his equipment would be <br />available to do some temporary work on Echo. <br />Mr. Barclay commented that a Public Hearing seems to be the best alterna- <br />tive. <br />Mr. DeMarco felt it is to late in the year to get the job done. He _r.eco- <br />mended having the job rebid with construction to begin in the spring. <br />Another resident from Echo Drive commented that until a figure could bE <br />established in regard to the time element, if this was a factor in the , <br />bidding, nothing should be done until new bids came in. <br />Mr. Hovancsek stated that bids could be requested with completion date to <br />be by June 1, 1980. <br />Mr. Barclay stated th at it is the Engineer's responsibility to-see that <br />the contractor abide by the Ohio Department of Standards for the job and <br />didn't feel there was a risk of poor construction due to the weather. He <br />felt the bids would be much higher next spring. <br />Further discussion was held with a Public Hearing to be held on Monday, <br />October 15, 1979 at 7:00 P.M. <br />Mayor Beebe to send a notice to all Echo Residents re the~Public Hearing <br />even though the newspaper ad is all that is required. <br />Mr. Bennett requested an executive session before adjournment. <br />Mr. Flynn requested that a Public Safty meeting be scheduled for Wednesday, <br />October 17, 1979 at 7:30 P.M. Police Department to have their discussion <br />at 7:30 and the Fire Department at 8:00. The purpose of the meeting is to <br />discuss procedures for schooling etc. <br />Discussion was held on the subject. <br />
